This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01, dated 3/13/2026. This solicitation is a SDVOSB set aside. The VA Connecticut Healthcare System, West Haven VA Medical Center located at 950 Campbell Avenue, West Haven, CT 06516 is seeking to purchase Variable Frequency Drives servicing air handling equipment within the Medical Center. Wage Determination 2015-4047 is applicable. Statement of Work (SOW) VA Connecticut Healthcare System, West Haven VA Medical Center: Variable Frequency Drives BACKGROUND VA Connecticut Healthcare system requires the replacement of Variable Frequency Drives located in Building 1 and Building 2 of the West Haven VA Medical Center. JUSTIFICATION Existing Variable Frequency Drives serving air handling equipment within the Medical Center have failed or are in need of replacement to restore appropriate controls for temperature and humidity within clinical areas. Variable speed drives control the speed of electric motors and improve performance of existing infrastructure. PLACE OF PERFORMANCE The Place of performance for this contract is VA Connecticut Healthcare System, West Haven VA Medical Center located at 950 Campbell Avenue, West Haven, CT 06516. PERIOD OF PERFORMANCE The Contract Time Period of Performance will be 90 calendar days from Notice to Proceed (NTP) and includes service provider closeout. QUALIFICATIONS To be considered eligible for consideration, potential bidders shall have a field service representative located within 200 miles of the West Haven Campus of the VA Connecticut Healthcare System and have been trained by the Original Equipment Manufacturer (OEM) on the specific model of equipment that he/she is being asked to provide services for. The Contracting Officer and/or Contracting Officer’s Representative (COR) specifically reserve the right to reject any of the Service Provider’s personnel and refuse them permission to work on the equipment outlined herein, based upon credentials provided. Bidders must provide upon request documentation of factory certified service/maintenance training on the specific equipment under the terms of this contract. The Contracting Officer and/or Contracting Officer’s Representative (COR) specifically reserve the right to reject any of the Service Provider’s personnel and refuse them permission to work on the equipment outlined herein, based upon credentials provided. Bidders will be responsible for complying with the VA Connecticut Healthcare System policy for Lock out/Tag out, all equipment, supplies, and external support to perform work. The Contracting Officer (CO) and/or Contracting Officer’s Representative (COR) specifically reserve the right to reject any of the Service Provider’s personnel and refuse them permission to work on the equipment outlined herein, based upon credentials provided. Bidders shall be evaluated on past performance, technical capability, and financial capability to perform this work. All equipment proposed and submitted shall accompany proof of ability to be serviced by service provider located within 200 miles of the VA Medical Center. Bidders shall perform a MANDATORY pre-bid walkthrough at 8:30 a.m. on June 09 , 2026 at VA Medical Center West Haven located at 950 Campbell Avenue, West Haven, CT 06516. Meet at Building 15 and obtain a temporary day badge and complete a sign-in sheet. SCOPE OF WORK The Service Provider shall furnish all labor, materials, equipment, tools, supervision, disposal, and all incidentals to complete work for the services described in this document. The service provider shall receive and work with the VA COR and designated POC. Work shall occur during regular business hours Monday – Friday 8:00 a.m. – 4:40 p.m. and as coordinated. No work shall be performed on Government Holidays unless an emergency status has been indicated by the Contracting Officer.
