Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued.
(ii) The solicitation number 36C26226Q1093 is issued as a Request for Quotation (RFQ) in conjunction with FAR -- Part 13 Simplified Acquisition Procedures and constitutes the only solicitation. The Government intends to award a single Firm-Fixed Price (FFP) award contract.
(iii) The provisions and clauses in this document are in effect through the Federal Acquisition Circular 2025-03.
(iv) This solicitation intends to award a contract through an SDVOSB set-aside; open market, to a business associated with NAICS North American Industrial Classification System
Code 399113 with a size standard of 800 employees.
(v) See Attachment A Schedule for a list of line-item numbers, items, quantities and units of measure.
(vi) See Attachment B for The Salient Characteristics for the items being requested.
(vii) The Department of Veterans Affairs (VA) seeks a contractor to provide is seeking potential sources capable of supplying Hologic OMNI Hysteroscopy Standard Sets and Instrument Trays for the VA Tucson Healthcare System.
These will be used for upcoming procedures at the facility.
Offeror quotations must demonstrate meeting the salient physical, functional, or performance characteristic specified in this solicitation, otherwise it will be considered non-responsive. The technical specifications for this Brand Name Only Requirement are specified in Attachment B Salient Characteristics.
The information identified provided is intended to be descriptive, not restrictive and to indicate the quality that will be satisfactory. The interested parties bear full responsibility to ensure their submission demonstrates to the government that they can provide the brand name or equal to supplies being requested.
(viii) Delivery Requirements:
Place of Delivery: VA Tucson Healthcare System, 3601 South 6th Ave Tucson AZ, 85012
Period of Performance/Delivery Timeframe: This will be a short-term contract.
The Delivery Timeframe shall be 30 Days ARO.

(ix) The provision at 52.212-1, Instructions to Offerors Commercial Items, applies to this solicitation.

All offeror quotes for this solicitation must be received electronically through email no later than Thursday, July 16th 2026 9:00am PT. Ensure to reference solicitation number [36C26226Q1093] within subject line of the email. Any offeror quotes received after the prescribed date/time shall be considered non-responsive and will not be considered for award. e. Product must comply with the Buy American Act; Trade Agreement Act and all other clauses found in the FAR and any agency-specific regulations that are relevant and specific to this solicitation

The act applies to federal procurement for the government s own use, as well as third-party purchases using federal funds; in accordance with FAR 25.1, particularly FAR 52.225.1 (Buy American Act-Supplies)

g. Offerors shall provide verification that their items are not Gray Market such as examples on Page 4, section Gray Market
h. Offeror must indicate whether the items are manufactured by a small or large business
i. All items must be listed on FSS contract if vendor is an FSS contract holder: please list number and expiration date if applicable
j. Offerors shall fill out columns F-H of Attachment A conforming to requirements stated by the salient characteristics which includes exact measurements and features of the brand name items.
(x) 52.212-2 Evaluation -- Commercial Items (Oct 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Lowest priced quotation that meets all salient characteristics in attachment B and (any other stated requirements such as additional delivery requirements) that is both responsive and responsible.
Acceptability of equipment/services shall be established by review of each submitted quotation by the designated evaluator(s) and verification that the brand name items meet the salient characteristics included in this solicitation. Submissions to this solicitation must show clear, compelling and convincing evidence that brand name items meet all the salient characteristics (see Attachment A and B). Offers that include any items that are not determined as Brand Name Only shall result in an unacceptable offer. Attachment B for additional information.
