STATEMENT OF WORK (SOW)
New purchase of high-speed, chairside dental milling machine
1. BACKGROUND
VA San Diego Dental Clinic is committed to advancing its capabilities for single-visit, same-day dental restorations and improving patient care through technology integration and infrastructure modernization.
VA San Diego is in need of a high-speed, chairside dental milling machine capable of fabricating dental restorations—including crowns, inlays, onlays, veneers, and bridges—during a single patient visit. It features wet/dry milling, “Super Fast” zirconia milling (~5 minutes), high precision “Extra Fine” modes, a 7-inch touch interface, RFID tool management, and supports over 50 validated materials (including zirconia, glass ceramics, hybrid ceramics, and PMMA).
2. SCOPE
This procurement covers:
The acquisition, installation, integration, and training for the high-speed, chairside dental milling machine, supporting advanced, single-visit dental restoration workflows.
Ensuring seamless interoperability between the high-speed, chairside dental milling machine, scanner, associated design software, and the upgraded dental imaging infrastructure.
Compliance with all VA security, privacy, and data management standards. The high-speed, chairside dental milling machine will not store any patient information; all patient data will be managed and stored exclusively on VA-approved systems.
3. SALIENT CHARACTERISTICS
Chairside Single-Visit Restorations:
Capable of fabricating crowns, inlays, onlays, veneers, and bridges during a single patient visit, supporting VA San Diego Dental Clinic’s commitment to same-day dental care.
Advanced Milling Technology:
Features high-speed milling, including "Super Fast" zirconia milling (approximately 5 minutes per restoration).
Offers wet and dry milling modalities.
Provides “Extra Fine” precision modes for detailed restoration margins and surfaces.
User Interface and Operation:
Equipped with a 7-inch touchscreen interface enabling intuitive workflows.
RFID tool management system for automated tool identification and usage tracking.
Supports over 50 validated dental material types (e.g., zirconia, glass ceramics, hybrid ceramics, PMMA).
System Integration:
Designed for seamless interoperability with CEREC Primescan intraoral scanner and CEREC design software to enable streamlined clinical workflows.
Compatible with VA dental imaging infrastructure (does not store patient information; integrates with VA-approved data management systems).
Compliance and Security:
Meets all VA requirements for data security, privacy, and device interoperability.
Does not store any patient identifiable information; all patient data is maintained exclusively on VA-authorized platforms in accordance with VA policy.
Installation, Training, and Support:
Includes acquisition, installation, integration, and comprehensive user training for clinical staff.
Technical support for hardware, software, and firmware updates.
Must include a twelve (12) month warranty
4. INSTALLATION:
Delivery, installation, and validation operation of two (2) high-speed, chairside dental milling machine, including:
Wet/dry milling and grinding capabilities
Seven-inch capacitive touch interface
RFID tool management
Integrated block scanner
All accessories for clinical deployment and start-up
Material Compatibility: Support for minimum 50 validated materials (including zirconia, glass ceramics, hybrid ceramics, PMMA)
Performance: Demonstrate “Super Fast” mode for zirconia (approx. 5 min); “Extra Fine” milling for detailed margins/occlusal surface
Workflow Integration: Ensure seamless digital communication with existing CEREC Primescan scanner, design software, and VA clinical workflow to enable same-day restorations
Training: Provide onsite training for clinical and support staff (minimum 4 hours), including maintenance and troubleshooting
All parts, accessories, labor, and travel included in price
Guaranteed manufacturer’s warranty (minimum 12 months)
Testing & Validation: Workflow testing between existing CEREC system and Primescanner
Response time for support requests: within 24 business hours unless otherwise scheduled
All parts, labor, travel, and shipping included
CAT5/6 data drop will be required at the planned installation
5. PLACE OF PERFORMANCE

6. DELIVERY
Work hours: 8:00 a.m. to 4:30 p.m., Monday-Friday excluding federal holidays
Check-in: All contractor personnel must sign in/out with Engineering Department (Bldg. 1, Room B213) before and after work
Waste removal: Contractor is responsible for removal/disposal of all on-site waste
No additional/unapproved charges; invoicing per VA policy
7. DOCUMENTATION
Service reports for all activities—including installation, configuration, training, upgrades, and repairs—must be submitted prior to departure, and include:
Date(s), time period, and description of activity
Complete equipment model & serial numbers
Description of services, upgrades, and software changes performed
List of materials/parts installed or replaced
Initiating complaint or service request (where applicable)
Labor and travel hours
8. REMOVAL OF EQUIPMENT
All work to be performed on site unless advance approval is granted; no data storage media may leave VA premises. Transportation and logistics must comply with VA policies.
10. ADDITIONAL NOTES
Prior Inspection: Contractors may inspect existing equipment prior to proposal, coordinating with Biomedical Engineering.
Government Repairs: VA staff will not service contractor equipment without contractor approval or failure to respond.
