STATEMENT OF WORK (SOW)
For the Procurement of a 72-Passenger Multi-Function School Activity Bus (MFSAB)
1. BACKGROUND AND SCOPE
The purpose of this Statement of Work (SOW) is to define the requirements for the
procurement of one (1) commercial vehicle for 23 Force Support Squadron (FSS). The
Contractor shall provide vehicle, equipment, transportation, and warranties necessary to
deliver one (1) 72-Passenger Multi-Function School Activity Bus (MFSAB) meeting the
minimum specifications outlined below.
2. VEHICLE SPECIFICATIONS: 72-PASSENGER MFSAB
The Contractor shall provide one (1) Multi-Function School Activity Bus (MFSAB) that
meets the following minimum specifications:
2.1 Classification and Safety Standards
Type: Multi-Function School Activity Bus (MFSAB). The vehicle must meet all applicable
Federal Motor Vehicle Safety Standards (FMVSS) for school buses (including rollover
and structural integrity).
Traffic Control Exclusions: As an MFSAB, the vehicle must not be equipped with traffic
control devices (e.g., no flashing 8-way warning lights, no mechanical stop arm).
2.2 Exterior Features
Color: The vehicle exterior must be painted an alternate solid color (e.g., Oxford White).
Under no circumstances shall the vehicle be painted "National School Bus Glossy
Yellow."
2.3 Interior and Seating
Capacity: 72 passengers (based on a 3-passengers-per-seat configuration).
Seating: Fire-retardant, heavy-duty vinyl bench seating.
Climate Control: High-capacity front and rear air conditioning and heating systems.
Emergency Exits: Standard MFSAB emergency exit configuration, including roof hatches,
push-out emergency windows, and a rear emergency exit door with an audible warning
alarm.
2.4 Powertrain
Engine: Commercial-grade diesel engine (e.g., Cummins B6.7 or equivalent).
Transmission: Commercial heavy-duty automatic transmission (e.g., Allison 2500 series or
equivalent).
Brakes: Air brakes with Anti-Lock Braking System (ABS).

3. GENERAL REQUIREMENTS
3.1 Vehicle Condition
Vehicle must be current model year or newer, delivered in pristine, new condition (free of
damage, rust, or defects), and fully assembled, serviced, and ready for immediate operation
upon delivery.
3.2 Warranty
The Contractor shall provide the standard OEM commercial warranty for the vehicle. At a
minimum, this should include a 3-year/36,000-mile bumper-to-bumper warranty and a 5-
year/60,000-mile (or equivalent) powertrain warranty. Warranty documents must be
provided upon delivery.
3.3 Manuals and Keys
The vehicle shall be delivered with:
Three (3) complete sets of keys.
One (1) OEM Operator's Manual.
One (1) OEM Maintenance/Service Manual (digital or hard copy).
4. DELIVERY AND ACCEPTANCE
4.1 Delivery Location
Vehicle shall be delivered FOB Destination to:
23 Force Support Squadron (FSS)

4.2 Inspection and Acceptance
The Government Point of Contact (POC) will inspect the vehicle upon delivery. Acceptance
will be based on compliance with this SOW. If the vehicle fails inspection, the Contractor
will be responsible for correcting the deficiencies at no additional cost to the Government.
