This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and is being issued using simplified acquisition procedures. II. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2026-01, effective date 13 March 2026, Defense Federal Acquisition Regulation. Interchanges: The government intends to award a purchase order without Interchanges with respective offerors. However, the Government may conduct Interchanges with one, some, none or all offerors at its discretion. VII. The Government reserves the right to cancel or amend this solicitation beyond the response date if it does not receive sufficiently acceptable quotes or determines there is inadequate funding to move forward with award. The Government may utilize amendments to extend response period when it is in the Government’s best interest. VIII. The provision at FAR 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. Addendum to this provision is as follows: GENERAL INFORMATION: To ensure timely and equitable evaluation of offers, all offerors must strictly comply with the instructions contained herein. All offers submitted must be complete, sufficient, and respond directly to the requirements of this RFQ. Nonconformance with these instructions may render an offer ineligible for award. PERIOD FOR ACCEPTANCE OF OFFERS: The offeror agrees to hold proposed prices firm for 60 calendar days from the date specified for receipt of offers. OFFER PREPARATION INSTRUCTIONS: Offerors shall complete and submit two separate volumes; Volume 1 - Price; and Volume 2 – Technical specifications. Volume 1 - Price. The offeror shall submit the following: Completed Tables on page 1 of this solicitation, ensuring proposed unit pricing and extended pricing for all CLINs are provided. Volume 2 - Technical Specifications. The offeror shall submit the following: A detailed approach the offeror will implement to meet the Government's requirements. At a minimum, the offeror shall address their specific approach to fulfilling the requirements in the Salient Characteristics. The offeror shall demonstrate an adequate approach and understanding for how the required characteristics are to be met. All offers will include -- 2 of 4 -- technical specifications for any items offered. BASIS FOR CONTRACT AWARD: The solicitation will be evaluated and awarded in accordance with the procedures of FAR Parts 12 and 6. Award will be made to the offeror determined to provide best value to the Government. The Government may issue an award to other than the offeror with the lowest price, however price is an important evaluation factor. Vendors are highly encouraged to submit their best offer in terms of Price and Technical Specifications. EVALUATION FACTORS: The Government will award a contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used but not limited to: a. Price b. Technical Specifications PRICING EVALUATION: Quotes will be reviewed for price reasonableness. The Government may use any of the price analysis techniques IAW RFO 12.204(a) to determine price reasonableness. A price is reasonable if, in its nature and amount does not exceed that which would be incurred by a prudent person in the conduct of competitive business. IX. The Clause at FAR 52.232-18, Availability of funds, applies to this acquisition. X. All firms must be registered and active in the System for Award Management (SAM) database at https://www.sam.gov/SAM/ to be considered for award.
