PERFORMANCE WORK STATEMENT FOR WATER BOTTLE REFILL STATIONS AT 89 AW HQ 1419 MENOHER DR. JOINT BASE ANDREWS, MD 15 APRIL 2026 PERFORMANCE-BASED WORK STATEMENT TABLE OF CONTENTS SECTION PAGE 1 DESCRIPTION OF SERVICES 4 2 GENERAL INFORMATION 4 3 SERVICES SUMMARY 5 4 GOVERNMENT FURNISHED PROPERTY (GFP) AND SERVICES 5 DESCRIPTION OF SERVICES: The 89th Airlift Wing (89 AW) provides global Special Air Mission (SAM) airlift, logistics, and communications support for the President, Vice President, cabinet members, combatant commanders, and other senior military and elected leaders as tasked by the White House, Chief of Staff of the Air Force, and Air Mobility Command. The high-tempo, no-fail mission of the 89 AW requires personnel to always be available and mission-ready. Providing readily accessible, filtered drinking water is essential for the health, welfare, and readiness of the personnel supporting this critical mission. The contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, and services necessary to install and maintain bottle-less water refill stations at the 89 AW HQ, Joint Base Andrews (JBA). Performance shall be in accordance with all applicable laws, standards, instructions, executive orders, commercial practices, and requirements contained in this Performance Work Statement (PWS). SPECIFIC REQUIREMENTS The contractor shall be responsible for the full lifecycle of the water bottle refill stations, from initial installation to ongoing maintenance and eventual replacement. 1.1.1 The Contractor shall furnish and install three (3) bottle-less water refill station with drinking fountain bubbler. The stations shall be located on the first and second floor of the 89 AW HQ building at 1419 Menoher Dr., Joint Base Andrews, MD. The first-floor water bottle refill station with fountain bubbler will be in front of the bathrooms and replace the existing 2 water fountains that are there. The second-floor water bottle refill station with fountain bubbler will replace the existing water fountain that is located up the stairs next to the men’s bathroom and room 211. 1.1.2 The water refill stations provided must meet the following specifications: Touchless/Hands-Free activation to reduce contact points. Integrated bottle filler and drinking fountain bubbler. Refrigerated, providing chilled water. NSF/ANSI certified filtration system to reduce lead, chlorine, taste, and odor. A display that indicates the number of plastic bottles saved. 1.1.3 The Contractor shall perform quarterly preventative maintenance on 2 stations. This maintenance shall include, but is not limited to: Replacement of all filters in accordance with manufacturer recommendations. Inspection and cleaning of all internal and external components. Verification of proper operation, including water flow, refrigeration, and touchless sensors. Calibration of any electronic displays or sensors. A detailed service report shall be provided to the Facility Manager and 89 AW Front Office after each maintenance visit. The Contractor shall provide all necessary replacement parts, filters, and materials required to maintain the stations in full working order for the duration of the contract. 1.2 CONTRACTOR AVAILABILITY The contractor shall be available to perform corrective maintenance for any non-operational station within 24 hours of notification by the Government POC. Routine preventative maintenance shall be performed during normal business hours as described in Section 2.1. 1.2 CONTRACTOR REQUIREMENTS: GENERAL INFORMATION: HOURS OF OPERATION: The contractor shall perform the services required under this contract during the following hours: 8:00 A.M. - 5:00 P.M., Monday through Friday excluding Federal holidays. Federal holidays include New Year’s Day, Labor Day, Martin Luther King Day, Juneteenth, Columbus Day, Presidents Day, Veterans Day, Memorial Day, Thanksgiving Day, Independence Day, and Christmas Day. Any holiday rescheduling shall be at no additional cost to the government and shall not be the basis for non-performance. Security Requirements: All personnel employed by the contractor in the performance of this contract, or any representative of the contractor entering the government installation, shall abide by all security regulations of the installation. The contractor shall be responsible for the action of any of their subcontractors and their employees who are working on JBA. The contractor and subcontractor shall hire U.S. citizen(s) that are in possession of a valid State driver’s license and birth certificate. If the employee is not a U.S. citizen, the contractor and/or subcontractor may hire non-U.S. citizens if they are in possession of a Green Card, Social Security Card, Resident Card, Work Visa, and State issued Identification Card. If driving on base a State issued driver’s license is required. The Contractor shall ensure the pass and identification items required for contract performance are obtained for employees and non-government owned vehicles. WEAPONS. Weapons of any sort are not authorized on JBA, this includes guns, knives, swords, nun chucks, brass knuckles, or any other weapon that has a sole purpose to injure or maim. Combination tools such as Leatherman and small pocketknives with folding blades less than four inches are authorized if used in the performance of duty. Those found in violation of this directive are subject to apprehension, criminal charges, and debarment from the installation. ILLEGAL CONTROLLED SUBSTANCE: The U.S. Federal government is the most vocal opponent of the drug industry, and it has set the de facto international standards regarding the legality and illegality of different drugs.
