3.0 Project Background: Building 6418 is the Mexican Fruit Fly Rearing Facility (MFFRF). The Mexican Fruit Fly Program’s goal is the eradication of Mexican Fruit Flys, (Anastrepha ludens) from the Lower Rio Grande Valley in Texas and the northern municipalities of Tamaulipas, Mexico. Eradication will be followed by the establishment and long-term maintenance of a functional barrier to keep these areas free of Mexican fruit fly. The MFFRF can produce 160 million sterile flies a week to service the entire Rio Grande Valley’s citrus Mexican Fruit Fly eradication program.
Due to a recent fire in building 6418 larval rooms, wet fire suppression system is needed. Building 6418 was constructed in the early 80s with no fire suppression initially. Since then the program has expanded.
4.0 Project Scope: Contractor shall provide Design/As-Built drawings submittals and installation for a new retrofitted system starting at a flange one foot above the floor in building 6418. The system shall be a turnkey project encompassing everything needed to have a fully functioning fire suppression system. The contractor shall remove and dispose of all construction materials and debris off base.
4.1 Specifications:
Design and installation of the underground fire line including tap, piv, and above ground backflow preventer including testing certification, and riser room.
Design and installation of the turnkey automatic sprinkler system including canopy protection, sprinkler heads centered in ceiling tiles utilizing flex drops.
Submittal and approval to and from the authority having jurisdiction.
Fabrication and installation of the underground and overhead automatic sprinkler system including all permits, labor, materials and equipment needed for installation.
All labor and equipment shall have a one-year warranty commencing on substantial completion date.
Design densities shall be in accordance with NFPA Standards.
The Contractor shall ensure that all solutions/products shall be used in strict conformance with the product's Environmental Protection Agency (EPA) and state requirements. All manufacturers' instructions and recommendations for the use of the solutions shall be strictly followed. In addition, the contractor shall comply with all federal, state, or local laws and regulations concerning the use, storage, and disposal of hazardous materials.
Contractor will provide Material Safety Data Sheets as specified in this contract and
keep the sheets current for any product that is used in this contract.
Contractors must comply with applicable codes, environmental regulations in the State of Texas and local ordinances.
All work shall be performed in accordance with all applicable State and Local codes and standards.
All work to be executed in a professional, workman like manner.
All equipment and material installed on this project shall be new and unused unless otherwise noted.
All work to be performed during normal business hours, Monday through Friday, unless otherwise noted.
5.0 Facility Security and Safety Requirements:
Moore Air Base is a restricted facility.
Work Hours are Monday through Friday from 07:00 AM to 3:30 PM. All work outside of the mentioned days and hours must be approved by the Facilities Maintenance Manager in writing, prior to entering the facility. This includes work during Federal holidays.
Some of this work will be required after 3:30, the Contractor is to provide a schedule for those days to coordinate with the Maintenance Mechanic Supervisor.
All Contractor employees shall have a valid picture identification such as a driver’s license or a State identification card.
All vehicles shall have proper insurance and registration for entering the facility.
All Contractors working at the facility shall be under the supervision of a qualified job site superintendent. Anyone found outside of the determined construction area will be removed from the facility and not allowed to return.
All Contractors shall provide temporary and portable restroom facilities for their employees if the project has a duration of over three working days.
