CUI CUI STATEMENT OF NEED Project Title: Procurement of Trailer Systems for Water Fuels and Systems MTX Requesting Organization: 9th Civil Engineer Squadron (9 CES) Delivery Location: Beale AFB, CA Funding Status: This requirement is currently unfunded. The Government's obligation under this solicitation is contingent upon the availability of appropriated funds. No contract will be awarded until funds are made available. A. Purpose and Background The 9th Civil Engineer Squadron (9 CES) requires the procurement of three specialized trailer systems to support the Water Fuels and Systems Maintenance (MTX) shop. These assets are critical for sustaining operational readiness, field maintenance, and secure water/sanitation capabilities. The procurement includes a Two-Stall Mounted Restroom Trailer, a Gravity Tilt Trailer, and a Bottle Fill Trailer. B. Scope and Salient Characteristics The contractor shall provide all equipment meeting or exceeding the following salient characteristics. Exact specifications may vary slightly based on the manufacturer, provided they meet the minimum operational intent. 1. Two-Stall Trailer Mounted Restroom Purpose: Field sanitation support for the 9 CES Water Fuels and Systems MTX shop. Component Minimum Specification / Requirement • Overall Size - Approximately 9.3 ft (L) × 6.7 ft (W) × 8.6 ft (H) • Towbar & Coupling - 4 ft (1,200 mm) towbar equipped with a secure safety coupling for tractor towing • Axle & Brake System - Single axle with two tires, equipped with a mechanical braking system and hand brake • Suspension & Frame - Heavy-duty frame with rust-resistant treatment • Stabilizing Jacks - 4 jacks (one on each corner, with extendable legs) • Water System - High-flow heavy-duty water pump, sink, and integrated tanks • Electrical System - LED lighting, cables, power outlets, switches, and circuit breaker panel • Maximum Load Capacity - 2,000 kg (4,500 lbs) -- 1 of 3 -- CUI CUI 2. Gravity Tilt Trailer Purpose: Heavy equipment and materials transport for the 9 CES Water Fuels and Systems MTX shop. Component Minimum Specification / Requirement • Configuration - 7x25 (17 ft tilt deck + 8 ft stationary front platform), Gravity Tilt Trailer • Towing Capacity - 20k GVWR Bumper Pull • Axle & Brakes - Tandem 9k lbs Direct Lube 8-lug with electric brakes on both axles • Flooring & Fenders - 1/8" Diamond Plate flooring; 102" wide with drive-over fenders • Tires & Spares - 17.5" ST235/75R17.5 18-ply radial LRJ Tires; includes 1 spare tire • Finish - Fully primed and painted with high-grade acrylic enamel • Lighting - All flush-mount or recessed lifetime LED stop/turn/clearance lighting 3. Bottle Fill Trailer Purpose: Potable water distribution and chilling for field personnel. Component Minimum Specification / Requirement • Trailer Type - Galvanized DOT approved trailer • Primary Tanks - 500-gallon NSF / FDA Compliant tank • Secondary Tank - 100-gallon rinsing/flushing tank • Dispensing System - Stainless Steel dispensing faucets for water bottles • Water Pressurization - 110V Water pump to pressurize delivery lines • Sanitation - UV Disinfection system with reverse cleaning pump • Cooling System - Chiller system with an onboard generator to power the cooling water chiller • Storage - Storage bin mounted at the tongue of the trailer • Compliance - The tank, piping, and pump must be NSF / FDA Compliant -- 2 of 3 -- CUI CUI C. Delivery and Logistics POC: TSgt Brian Berquist Shipping Destination - Bldg. 2536 B. Street, Beale AFB, CA Delivery Lead Time - 60 days after receipt of order (ARO) / payment Condition - All equipment must be delivered fully assembled, new, and ready for immediate deployment. D. Base Access Procedure. The contractor shall adhere to the following procedures for all deliveries to Beale AFB: • Submit Entry Authorization List (EAL): A completed EAL must be submitted to the Government POC at least 14 days prior to delivery for all personnel. • Provide Valid Identification: All personnel must present either a REAL ID or two (2) other forms of valid identification upon arrival. • Use Designated Entry Point: All vehicles must enter through the Wheatland Gate. • Consent to Inspection: All vehicles and personnel are subject to inspection by base security forces. E. Traffic Laws The contractor and their employees shall comply with all installation traffic regulations. F. Cellular Phone Policy The contractor shall comply with local base policies regarding cellular phone operation. -- 3 of 3 --
