1.0 GENERAL
1.1 Background
The United States Coast Guard (USCG), CG-AIR’s (to include the Aviation Logistics Center
(ALC), Aviation Projects Acquisition Center (APAC), and Office of Aeronautical Engineering
(CG-AIR-E)) primary mission is to conduct depot level maintenance of USCG aircraft, and
aircraft flown by other Government Agencies as required. Administrative support services are
needed to provide assistance in the following Areas of Responsibility (AORs), to include by not
limited to: Aviation Logistics Division (ALD), Business Operations Division (BOD), Safety and
Environmental Health Office (SEHO), Chief of Contracting Office (COCO), Short Range
Recovery (SRR) Product Line, Engineering Services Division (ESD), Information Systems
Division (ISD), Industrial Operations Division (IOD), Long Range Surveillance (LRS) Product
Line, Medium Range Recovery (MRR) Product Line, Medium Range Surveillance (MRS)
Product Line, and Operations Division (OPS).
1.2 Scope
This Statement of Work (SOW) defines contractor support as providing Procurement
Administrative Support Services and Administrative Support Services.
The Department of Labor Service Contract Act (SCA) Occupation Code 01020, Administrative
Assistant, will be used for the Procurement Technician and Administrative Assistant
requirements. At the discretion of the COCO, Procurement Technicians will be assigned to
various product lines and divisions throughout CG-AIR. These positions will support
procurement operations by assisting procurement personnel with administrative duties and
performing clerical and technical work that supports the procurement of supplies and services.
These positions shall not in any way bind the Government contractually.
This contract will also provide general administrative support services to various divisions
throughout CG-AIR. The contract includes, but is not limited to, the services identified
throughout the SOW include other tasks and services that are directly related to the operation of
assigned aircraft, industrial product lines, or administrative support functions as described in the
SOW (such as attending meetings, providing additional documentation, or providing
administrative support for new initiatives, etc.) that the Government may direct on an “as
required” basis. All Government-directed tasks shall be specific to the operation of assigned
aircraft, an industrial product line, or other Air-related functions. All additional tasks will be
initiated through written direction from the Contracting Officer (KO) or Contracting Officer
Representative (COR) to the Program Manager and must fall within the scope of the contract.
Tasks requiring significant changes to the scope, staffing, or resources will require a formal
contract modification.

* Positions may or may not be funded at any time during the contract period of
performance.
1.2.2 During the life of the contract, the USCG will continuously monitor its needs to
ensure the proper number of positions and mix of skills are being provided. In the event
the USCG requires additional personnel due to new requirements or a change to the
labor mix is required, the KO will notify the contractor and negotiate the changes.
1.2.3 The contractor will fill the positions using the procedures specified for
replacement of personnel in Section 5.2 of this document.
1.3 Objective
The objective of this requirement is to obtain contractor support to provide procurement
administrative support and administrative support services as required for normal operations of
CG-AIR and other tasks as required by the Government. The contractor shall provide technical
guidance to their staff for unusual or non-recurring events and seek guidance from the
Government (Government meaning KO, Contract Specialist (CS), and/or COR) when necessary.

requirements of this SOW.
The ALC, Department of Homeland Security (DHS), and USCG regulations, instructions,

guides, Standard Operating Procedures (SOP), checklists, codebooks, and oral or written
instructions.
