Statement of Work (SOW): AECW Advanced Combat Casualty Care Training
Manikin Procurement (Government Civilian Training)
1.0 SCOPE
1.1 Background: The Army Expeditionary Civilian Work Force (AECW) requires high-
fidelity medical patient simulators to support the training of government civilian medical
personnel and instructors. Establishing an in-house training capability is a critical
operational necessity to ensure curriculum alignment, maximize throughput, and
guarantee personnel are mission-ready without relying on external medical simulation
centers.
1.2 Objective: The objective of this SOW is to procure, deliver, install, and sustain one (1)
Advanced Combat Casualty Care Training Manikin (Male Configuration).
1.3 Scope of Work: The Contractor shall provide the equipment, modular smart limbs,
instructional software, comprehensive support services, and a Training-of-Trainers (ToT)
program tailored for a civilian workforce operating within a military training environment.
2.0 APPLICABLE DOCUMENTS
2.1 Advanced Modular Manikin (AMM) Framework Standards.
2.2 Medical Simulation Training Architecture (MSTA) Standards.
2.3 Tactical Combat Casualty Care (TCCC) / Prolonged Casualty Care (PCC) Guidelines.
3.0 REQUIREMENTS
The Contractor shall provide all labor, equipment, and materials to meet the following
requirements:
3.1 Advanced Combat Casualty Care Simulator Manikin (CLIN 0001)
The Contractor shall provide one (1) full-body male simulator capable of high-fidelity
physiological and trauma training.
• 3.1.1 Physical Specifications: Wireless and tetherless operation, ruggedized and
water-resistant for indoor/outdoor use, weighing approximately 185 lbs at 6’0” tall,
patient decontamination capable, with fully articulated joints.
• 3.1.2 Airway Management: Realistic airway supporting head tilt, chin lift, and jaw
thrust. Capable of nasal/oral pharyngeal, supraglottic, endotracheal, and blind
intubation, as well as needle and surgical cricothyrotomy.
• 3.1.3 Hemorrhage Control: Remote-controlled pulsatile arterial and venous
bleeding with multiple independent sites. Must support direct pressure, wound
packing, pressure bandages, and junctional/standard tourniquets.

• 3.1.4 Respiration & Circulation: Must support tension pneumothorax
assessment/treatment (needle thoracentesis), spontaneous breathing with chest
rise/fall, bilateral pupillary assessment, and carotid/radial pulse control.
• 3.1.5 Modularity: Plug-and-play interchangeable trauma limbs with "Smart Limb"
recognition to automatically adjust physiology.
3.2 Manikin Spare Battery (CLIN 0002)
The Contractor shall provide one (1) set of spare batteries for the Manikin, provided at
cost to the Government.
3.3 Warranty Coverage (CLIN 0003 & CLIN 0004)
• 3.3.1 Manufacturer Standard Warranty (CLIN 0003): The Contractor shall provide
a minimum 1-year comprehensive hardware and software standard warranty at no
cost to the Government.
• 3.3.2 Extended Warranty (CLIN 0004): The Contractor shall provide a 3-year
extended comprehensive hardware and software warranty.
3.4 Licenses & Software (CLIN 0005)
The Contractor shall provide all licenses and software required to maintain equipment
and control systems at no cost to the Government for one (1) year upon award.
3.5 System Integration (CLIN 0006)
• 3.5.1 Open-Architecture: The system must strictly adhere to AMM and MSTA
frameworks to eliminate proprietary vendor lock-in, enabling plug-and-play
integration of third-party modular limbs and peripherals.
• 3.5.2 Software Interface: The Contractor shall implement software enabling
seamless, real-time communication across all core components (e.g., utilizing
DDS middleware).
• 3.5.3 Universal Segment Connector: All modular limbs and torso connections shall
utilize a standardized, tool-less mating interface consolidating: High-speed Data
Bus (IEEE 802.3bt Ethernet), Power Distribution (48V DC/10-amp), Pneumatic
System (5 L/min at 15 psi), and Fluid Distribution (arterial hemorrhage up to 1.5
L/min, IV fluids up to 250 mL/min, and waste fluid drainage up to 500 mL/min).
3.6 Training Requirements (CLIN 0007)
• 3.6.1 Scope: The Contractor shall execute a Training-of-Trainers (ToT) program
transitioning operational, technical, and maintenance capabilities to AECW

personnel, enabling them to independently operate, troubleshoot, clean, and
sustain the system.
• 3.6.2 Deliverables: The Contractor shall submit all training materials to the COR
for approval 30 calendar days prior to the training event. Materials shall include:
Operator Quick-Reference Guides (QRGs), Technical Manuals, and an
Instructional Video Library detailing assembly, segment mating, line flushing, and
storage.
3.7 Delivery and Installation Services
The Contractor shall assemble, install, and test the equipment on-site. The Contractor
shall remove and properly dispose of all packaging materials and debris (pallets,
strapping, cardboard) related to delivery and installation.
4.0 DELIVERABLES AND SCHEDULE
All hardware, software, and training services required under this SOW shall be delivered
and completed within ninety (90) Days of Contract Award.
• Note: Delivery and installation milestones shall be executed in accordance with the
project milestone report submitted by the Contractor during solicitation and
approved by the Government.
5.0 PERIOD OF PERFORMANCE
The Period of Performance (PoP) for delivery, installation, and initial training shall be 90
Days from the date of contract award. (Software/Warranty PoP aligns with terms in SOW
3.3 and 3.4).
6.0 PLACE OF PERFORMANCE
6.1 Location: Building 301, Camp Atterbury, Indiana.
6.2 Facility Details: One-story structure at ground-level. Concrete paths exist for delivery.
No specialized site preparation is required from the Government.
