1.0. INTRODUCTION / BACKGROUND: The mission of the 505th Command and Control
Wing (CCW) is to build the predominant air and space command and control (C2) capability for
joint and combined warfighters through training, testing and exercising under the direction of the
United States Air Force Warfare Center (USAFWC), Nellis AFB, NV. The 505 CCW consists of
two subordinate groups, the 505th Test and Training Group (TTG) located at Hurlburt Field, FL
and the 505th Combat Training Group (CTG) located at Nellis AFB, NV, and one Detachment,
505 CCW, Det 1 located at Fort Leavenworth, KS. While the 505 CCW has subordinate
squadrons and detachments at various locations around the Continental United States (CONUS),
the task order will focus on the 505th CTG and Detachment 1.
1.1. The 505h CTG consists of four subordinate squadrons, the 505th Combat Training Squadron
(CTS), 705 th Combat Training Squadron (CTS), 805th Combat Training Squadron (CTS) and the
505th Communications Squadron (CS). This task order will focus specifically on the 505th CTS.
The 505th CTS delivers joint theater environments and world class scenario generation and
exercise control for operational C2 warfighter training. The 505 CTS is located at Hurlburt
Field, FL.
1.2. The 505 CCW Det 1 primary mission (ref AFI 10-251 and ACC Sup 1; USAFWC CAC
MOU; and 505 CCW Mission Directive) is to provide support to CAC and MCTP by integrating
CSAF/CSA directed JTTI into Army Contingency Expeditionary and Deployable Expeditionary
Force (CEF/DEF) JNTC exercises at JTF, Corps, Div and BCT levels. Det 1 facilitates the
replication of the Air Component and provides theater specific, accurate, relevant, doctrinally
correct Joint/Combined Air Component interaction during planning and execution of exercises
for Army and Air Force units preparing for combat. Det 1 is located at Fort Leavenworth, KS.
1.3. ASSOCIATE CONTRACTOR AGREEMENT: While not directed under this PWS,
security support is critical to effectively execute the tasks listed in this PWS. It is vital the
Contractor works seamlessly with any Contractor that interface with the 505 CCW for related
to Security support for mission execution success.
1.4. CUSTOMER INTERFACE/INTEGRATION: The contractor shall appoint a Contract
Lead to oversee all aspects of contractor performance.
1.4.1. Establish processes which encourage efficiencies to achieve savings for tasks associated
with this PWS.
1.4.2. Meet with the government Program Manager and/or contracting official as requested.
1.4.3. Sufficient and timely response to requests for information.
2.0 TASK ORDER OBJECTIVE: The contractor shall provide exercise/mission support
services for Air Operations Center Replication Cell (AOC RC) activities for the 505th CTS,
Hurlburt Field, FL and Det1, Fort Leavenworth, KS.
3.0 REFERENCE: This Task Order invokes the provisions of the associated GSA OASIS
IDIQ contract and PWS.

4.0 PROGRAM SCOPE: The contractor shall promote capabilities that mitigate training gaps
in joint exercises and home station training by replicating AOC functionality and operational
functions of air, space, and cyberspace power in the 505 CTS (see Appendix A for typical
calendar year events). The AOC RC plays a critical role in facilitating accomplishment of joint
training objectives. The AOC RC will support Joint and Service exercises and training programs
accredited within the Joint National Training Capability (JNTC). The government’s intent is for
the contractor to provide realistic and scalable AOC products and processes appropriate to the
organizational level of the training audience. Depending on the specific training program,
exercise or event, the training audience may range from the operational level of the
Joint/Combined Force Commander to airmen, soldiers, sailors and marines at the tactical level.
The AOC RC participation overlays elements of air, space and cyberspace power doctrine by
replicating the air component products to drive the effects of Joint All Domain Command and
Control (JADC2) and the relevant processes to do such. The intent is to demonstrate and
establish an understanding within the training audience of the full air, space and cyberspace
capabilities presented through the Combined or Joint Force Air Component Commander
(CFACC or JFACC C/JFACC), and the Combined or Joint Air Operations Center (CAOC or
JAOC C/JAOC). Effective synchronization of air, space, and cyberspace power effects into the
ground, maritime, or space scheme of maneuver and/or employment will enhance command and
control concept development for future joint contingency operations.
4.0.1. The AOC Replication Cell provides AOC functionality requested by other Service
components to support their joint training events. This AOC Replication Cell will assist in both
the planning and execution phases of these events. The AOC RC may be called upon to augment
Exercise Control Groups supporting other joint training events or to augment focused collection
efforts for the purposes of developing tactics, techniques, and procedures (TTP). For smaller
training events, this Replication Cell may be the only Air Force participant and may be called
upon to plan and execute the Air Force AOC portion of the exercise. In larger, more complex
training events, the Replication cell will be augmented by other forces (i.e., NAF, Reserve/Guard
or other Exercise Control Groups), sourced through the ACC exercise staffing process, or Joint
Force exercise planning element. The AOC RC will provide the core Air Component capability
and continuity throughout the planning and execution process. This corporate capability will
