Statement of Work Project Title: Magnet Recognition Program® Consultation Department: National Institutes of Health (NIH), Clinical Center (CC), Clinical Center Nursing Department (CCND) BACKGROUND The Office of the Chief Nurse of the Clinical Center Nursing Department at the National Institutes of Health (NIH) provides oversight and guidance for departmental strategic initiatives and professional practice of clinical research nurses. The Office of the Chief Nurse ensures that the department supports the mission of the NIH and the Clinical Center. PURPOSE AND OBJECTIVES OF THE PROCUREMENT The Clinical Center achieved American Nurses Credentialing Center (ANCC) Magnet® Designation with Distinction™ in November 2024. ANCC Magnet® recognition signifies excellence in nursing practice, safety and quality, and interdisciplinary care. It requires continuously demonstrating exceptional nursing performance, sustaining superior outcomes and meeting all Magnet program requirements throughout the four-year re-designation period. This work will involve coordination across Nursing Services, Quality and Patient Safety, Nursing Research, Professional Development, Shared Governance Councils and executive leadership. The purpose and objective of this order is to procure a Magnet Recognition Program® Consultant to provide expert assessment, analysis and coordination for the ANCC Magnet ® Redesignation process. Procuring the services of a consultant is essential to maximizing the efficiency and accuracy of the ongoing re-accreditation journey and will assist the CCND in minimizing deficiencies in submitted documents and quantitative data reports, thereby reducing overall costs and delays. TECHNICAL CONSIDERATIONS The consultant will provide remote and onsite services related to the completion of the ANCC Magnet ® Re-designation application, document submission and appraiser site visit. The consultant will not require access to federal government IT systems, nor will the consultant require establishment of an NIH email account. The consultant will be classified as a “visitor” for onsite work and will not require NIH ID badging. REQUIREMENTS The Magnet Recognition Program® Consultant will provide executive nursing consultation with an emphasis on Magnet Recognition Program® and leadership development. The consultant will -- 1 of 3 -- have extensive experience with Magnet® readiness assessments and a record of successful designations for academic medical centers of varying size and specialty. The consultant will be a registered nurse who has practiced as a Magnet Program Director in an academic medical center. The Magnet Recognition Program® Consultant will provide the following consultative services, in relation to required deliverables. The consultant will invoice NIH monthly for incurred fees.  Magnet ® Readiness assessment for redesignation (remote) o Conduct individual meetings with stakeholders. o Develop action plan to address gaps identified in analysis. o Verify readiness and advise timeline “journey.” o Quarterly consultative videoconference calls  Preparation/review of Interim Monitoring Report (remote)  3-day on-site Magnet Recognition Program Re-designation Readiness Assessment with action plan (on-site)  Document Support (remote) o Provide advice on re-designation document example strength and placement o Edit document for flow, clarity and alignment with requirements o Draft selected document examples. o Target date document examples for completion. o Bimonthly video calls to support Magnet re-designation document submission.  Preparation and Review of application for re-designation  Document Preparation and Submission Guidance (remote and on-site). o Support document submission through validation, revision of written examples o Bi-monthly conference calls o Completion of final on-site document review o Assist with electronic submission of accreditation documents.  Appraiser Site Visit Preparation and Support (remote and on-site) o Resolution of identified deficiencies in submitted documents. o Conduct mock site visit. o On-site support in Command Center NIH will provide the following:  Timely provision of required documents, communications and feedback  Coordination of communication between consultant and NIH stakeholders  Conference room/classroom space for onsite visits and retreats  Audiovisual equipment and classroom materials (paper, markers, whiteboards) required for onsite retreat presentations.
