Fort Hood Material MHE Support IDIQ Contract
PART 1
GENERAL INFORMATION
1. GENERAL: This is a non-personal service contract under which the personnel rendering the services are not
subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually
prevailing in relationships between the Government and its employees. The United States (U.S.) Government shall
not exercise supervision or control over the Contractor’s employees performing the tasks herein. Such contract
employees shall be accountable solely to the Contractor who, in turn shall be responsible to the U.S. Government.
This is a service contract with equipment and personnel to provide MHE capable of loading containerized and non-
containerized equipment weighing less than 10,000 lbs and no more than 300 Tons. Containerized equipment will be
configured in containers ranging from quadcon to Twenty-foot equivalent (TEU) and forty-foot units, not to exceed
weigh limit of 58,000 pounds. Non-containerized equipment could be any range of armored military vehicle. The
contractor shall provide capability to simultaneously upload and download containerized and uncontainerized
equipment across several battalion footprints located along within the Fort Hood installation or surrounding area.
Locations include the wash rack, line haul site, Deployment Ready Reaction Field (DRRF) and the Rail Operations
Center (ROC) to support operations throughout the III Armored Corps footprint, within the boundaries and
surrounding area, not to exceed 100-mile radius of Fort Hood, TX. Services provided under this action will be in
support of deployment, redeployment operations and in certain circumstances will require 24 hours of continuous
operations, which will be identified at the Task Order level.
1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies,
transportation, tools, materials, supervision, fuel, and other items necessary to perform movements of Unit
Equipment, (except as otherwise noted in the specific Task Order (TO) and perform all work in strict accordance with
the TO as defined in this PWS, required for this Multiple Award Task Order Contract (MATOC). The MATOC is for
Material Handling Equipment at Fort Hood, TX and surrounding areas, not to exceed 100-mile radius. The contractor
shall provide capability to simultaneously upload and download containerized equipment across several battalion
footprints, when necessary and established at the Task Order level. Locations also include the wash rack, line haul
site, Deployment Ready Reaction Field (DRRF) and the Rail Operations Center (ROC) to support operations
throughout the III Armored Corps footprint. Services provided under this action will be in support of deployment,
redeployment operations and in certain circumstances will require 24 hours of continuous operations, which will be
identified at the Task Order level. During the contract period, the Government will identify tasks required to complete
each specific job and will issue Requests for Task Order Proposals (RTOP) to all the Contractors. The Contractor shall
be required to furnish all materials, equipment, and labor necessary to manage and accomplish the TO(s).
1.1.1 Type of Contract: This contract is a Multiple Award, Indefinite Delivery, Indefinite Quantity (IDIQ) and
Firm Fixed Price contract. Individual TOs will determine maximum quantities of capabilities and duration of service
at any given time. Actual quantities of capabilities may be adjusted upward by written notification from the ACO or
PCO during the performance of any task order. Assets/services will be ordered for different time periods of not less
than a half day rate, which will be defined within each RTOP. When Industry Standards conflict a full day rate shall
be considered.
1.2 Background: III Armored Corps and organizations throughout the Fort Hood, TX footprint require MHE
support at various nodes to facilitate mobilization and movement in preparation for large-scale combat operations,
mobilization, and de-mobilization.
1.3 Scope: The Contractor shall provide non-personal service(s). The Contractor shall provide all transportation
assets, associated equipment, lift assets, and services to support the Fort Hood and tenant units’ missions and shall
be safely operable and meet intended functions and operations, without safety or mechanical defects that affect
mission readiness or safe execution thereof. Services include the secure ground transportation of Class I, II, III(P),
III(B), IV, V, VI, VII, VIII, IX, X and multi-class cargo. The Contractor shall recover disabled equipment and their

loads and repair/replace disabled equipment. The Contractor shall safeguard government cargo and personnel
transported by the services under this contract. The Contractor shall maintain properly trained, qualified and licensed
operators available to operate vehicles and other items as directed to transport and deliver equipment, cargo, and
passengers. All assets and operators shall meet all Federal, State and local licensing and insurance requirements and
be in accordance with this PWS. The contractor shall supply 15K, 30K and 36K forklift(s) (with weight scales) or
higher as required, Container Handling Equipment (RTCH or equivalent), crane support including 115 ton and 300-
ton lift capacity, and General Cargo Flatbed Trucks (step deck, 40 ft or larger), removable gooseneck (RGN) low-
boy systems, and heavy equipment transportation system (HETS) equivalent (80,000 pound hauling capacity or
greater/Over-Size, Over-Weight) with operators and/or riggers when required for each asset when required.
