PERFORMANCE WORK STATEMENT (PWS) FOR
Transport Services 10 June 2026
General:
Scope: This is a non-personal services Contract. The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary, except as specified in Paragraph 3.0 as Government Furnished, to perform Transport Services, as defined in this PWS.
Objectives: The objective of this contract is to maintain the California Army National Guard’s (CAARNG) operational readiness which requires the consistent and timely flow of essential equipment and supplies. The role of a dedicated transport driver is vital to bridging this gap, ensuring critical assets reach their destinations safely and on schedule.
Background: The California Army National Guard’s Supply and Services Division requires dedicated transport services to facilitate the efficient delivery of essential equipment and supplies throughout the state. Due to the geographically diverse terrain of California, coupled with frequent logistical demands stemming from training exercises, disaster preparedness initiatives, and routine maintenance requirements, current internal resources are insufficient to consistently meet delivery timelines and maintain operational readiness. This requirement necessitates the procurement of a qualified driver and maintainer to ensure reliable and timely transport of critical assets.
Period of Performance (PoP): The Period of Performance shall be 1 Base Year and
(3) 12-month option years.
Base Year: 1 Aug 2026 – 31 July 2027
Option Year 1: 1 Aug 2027 – 31 July 2028
Option Year 2: 1 Aug 2028 – 31 July 2029
Option Year 3: 1 Aug 2029 – 31 July 2030

When hiring personnel, the contractor shall keep in mind that the stability and continuity of the workforce are essential.

It defines how the performance standards will be applied, the frequency of surveillance, and acceptable quality level(s) or defect rate(s).
