1. Background
The Federal Emergency Management Agency (FEMA) has installed a U.S. Government
emergency generator at its Regional Response Coordination Center located on the military base at
Naval Weapons Station Earle (NWSE). The Regional Response Coordination Center (RRCC) is
the emergency operation center for all significant events that occur or may occur in the Region II
area of responsibility within the State of New Jersey, New York State, the Commonwealth of
Puerto Rico and the United States Virgin Islands Territory. The RRCC is a vital foundation for all
federal coordination that supports response efforts in Region II. The continued functional
operation of the RRCC is essential to supporting and saving lives. The emergency generator is an
integral component that can ensure the sustainment of response operations.
2. Scope of Work
The contract for preventative maintenance shall under its provision provide all labor, equipment,
materials, supplies, etc, necessary to deliver a generator maintenance program for the emergency
generator located at the FEMA Region II RRCC at NWSE. This contract seeks to establish a
generator Preventive Maintenance Program that will consist of four (4) specific services:
periodic/monthly checks to ascertain condition of the generator and need for servicing; run-up
services that occur every 240 generator run-hours or at least once every quarter (90 days) within
the calendar year; an Annual Service that occurs at one of the quarterly run-up services; and, repair
services. The Government will establish the schedule of the services with the Contractor. The

Monday – Friday, including observed Federal Holidays
Designated Work Periods:

5. Contract Terms/Period of Performance
Initial Period of Performance (Base Period) of contract is for One (1) year with four (4) option
periods of One (1) year each. The government reserves the right to extend the period of
performance by exercising options periods with 1-year increments. The contract can be
terminated by either party within 72 hours of written notice after initial base period is met.
6. Definitions
The following terms, acronyms, abbreviations and/or phrases used throughout this Performance
Work Statement (PWS) and actual mission execution are defined with their intended and/or
common meaning.
Federal Emergency Management Agency (FEMA) – A component of the Department of Homeland
Security responsible for managing, overseeing and executing response and recovery from a
Presidentially Declared Disaster.
Annual Maintenance Service – This term represents a comprehensive examination of the generator
unit that normally occurs at one of the quarterly service intervals within a year. The complete
servicing of the generator which has been detailed in Section 8.2 of this PWS. This is one of the
four services to be provided within this contract (Preventive Maintenance Program).
Contract – A binding agreement issued by a Contracting Officer that provides legal authorization
for the Contractor to perform work under this contract.
Contracting Officer (CO) – A FEMA employee who has the authority to commit governmental
funds for this contract. Any changes in the SOW, Contract, or covenants between the Contractor
and FEMA can only be made by the CO.
Contracting Officer’s Representative (COR) - A FEMA employee who works with the FEMA
Project Manager (FPM) on this generator project. The COR works for the CO and administrates
the contract on his behalf. The COR reviews and tracks Work Orders with the FPM validates the
invoices and submits them to FEMA finance for payment.
Fully Mission Capable (FMC) – Designation given to a generator that is electrically and
mechanically ready for operation. Implies the generator will start, run, and produce the rated
voltage(s) and amperage. FMC shall be the designated status of the generator condition after each
service performed by the Contractor. In order to be considered and reported as Fully Mission
Capable, a generator must meet the following requirements:
Generator must be able to reliably produce stable current, maintaining correct hertz
for a minimum of 1-hour with no load during quarterly run ups and 1-hour
minimum for load-test purposes during annual maintenance services, in accordance
with the manufacturer’s recommended (MFR) specifications for Maximum
(kilowatt volt-amps (kVA) Output (Prime)) Rating for that unit.
Generator must be able to produce manufacturer’s specified maximum amperage
at all selectable output voltages.
