REPAIR AND SERVICE OF BREATHING AIR SYSTEM
437TH MXS, Bldg 515
JOINT BASE CHARLESTON, SC

GENERAL REQUIREMENTS:
1.1. This Statement of Work (SOW) is designed to define the expectations and
deliverables for those that will assist the 437 th MXS on Joint Base Charleston (JB CHS) - Air
Base (AB), SC, for repair and modification on the following equipment for the items below.
The Contractor shall be completely mobile and self-contained to include
industrial/hazardous waste management, clean-up and disposal. All repairs and
modifications shall be performed using qualified/certified mechanics experienced with
the equipment listed below:
SCOPE OF WORK:
2.1. The Contractor shall perform equipment services, including repair and service on
the required equipment associated with the Breathing Air System located in Building 515
on Joint Base Charleston, SC (JB CHS). The required service and repairs will be performed
on the existing Gardner Denver VS50 Breathing Air Compressors and DBS205 Breathing Air
Dryer/Purifiers. The location of the Air Compressors is in the Corrosion Control Facility. The
replacement of coolers will be two (2) each for the number one compressor and two (2)
each for the number two compressor, for a total of four (4) coolers being replaced.
Preventative maintenance will only be required on compressor number two. The
Contractor shall provide all supervision, labor, materials, tools, and equipment to carry out
all work and operations as necessary.
2.2. The Contractor shall perform equipment services: Including removal of existing
equipment, purchase, installation, and modification of new equipment:
2.2.1. Replace Coolers and Service of the Gardner Denver Breathing Air Compressor
Model # VS50 *or equal*:
• Four Compressor Coolers VS-50 NON-OEM P/N Gl 00007946
• 4000 Hr KCK4210 Maintenance Kit
• 4000 Hr GDBS205 Maintenance Kit

• 2 each MLS3903 Cartridges
• 2 each Filter Elements 6526
• All necessary assembly hardware shall be provided by contractor. Including all
required bolts, nuts, miscellaneous, materials, cleaners, sealants and expendables.
GENERAL INFORMATION:
3.1. 437 MXS hours of operation are 6:30AM to 5:00PM Monday thru Friday, unless
otherwise notified by the Aircraft Structural supervisor.
QUALITY CONTROL:
4.1. The contractor shall employ a commercial quality control program and
procedures to identify, prevent and ensure non-reoccurrence of defective services.
Through implementation of the contractor’s Quality Control Program and procedures,
the Government shall receive quality services meeting the requirements of the contract.
SPECIFICATIONS:
5.1. At a minimum the coolers shall possess the following specifications:
• EnviroAIre VS50 G1000007946R Non-OEM water cooler *or equal* items must
possess the following minimum salient characteristics:
• 35” X 29.25” X 6 rows
• Tubing = 0.50OD X 0.016 Copper
• Fins= .006 Aluminum
• Casing=Galvanized Steel-Flanged
• Conn=Copper

(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from
offerors, potential offerors, and others for this acquisition. When requested, the ombudsman
will maintain strict confidentiality as to the source of the concern. The existence of the
ombudsman does not affect the authority of the program manager, contracting officer, or
source selection official. Further, the ombudsman does not participate in the evaluation of
proposals, the source selection process, or the adjudication of protests or formal contract
disputes. The ombudsman may refer the interested party to another official who can resolve
the concern.

(b) Before consulting with an ombudsman, interested parties must first address their
concerns, issues, disagreements, and/or recommendations to the contracting officer for
resolution. Consulting an ombudsman does not alter or postpone the timelines for any other
processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings,
employee-employer actions, contests of OMB Circular A-76 competition performance
decisions).
(c) If resolution cannot be made by the contracting officer, the interested party may contact
the ombudsman, Mrs. Lisa A. Gross, 510 POW/MIA, Scott AFB, IL 62225-5022, 618-229-0267,
email: lisa.gross@us.af.mil of AFICC/KM. Concerns, issues, disagreements, and
recommendations that cannot be resolved at the Center/MAJCOM/DRU/SMC ombudsman
level, may be brought by the interested party for further consideration to the Air Force
ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air

(d) The ombudsman has no authority to render a decision that binds the agency.
(e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date,
or clarify technical requirements. Such inquiries shall be directed to the contracting officer.
