GENERAL INFORMATION
1. GENERAL
1.1 Description of Service/ Introduction: Arlington National Cemetery (ANC) in Arlington, Virginia, has a
requirement for management of solid waste (municipal solid waste, scrap metal, construction demolition debris,
and single stream recycling).
1.2 Background: Arlington National Cemetery is our nation's most sacred shrine and the final resting place for
our most revered military and civilian leaders. The Cemetery receives millions of visitors each year. Six
thousand or more funerals are conducted yearly – in addition to over 2,000 other ceremonies, such as
commemorations, wreath ceremonies, and head-of-state visits.
1.3 Objectives: Provide support for solid-waste management, the collecting and disposing MSW and CDD and
recycling CDD, SSR, and scrap metal.
1.4 Scope: The Contractor shall provide all necessary labor, equipment, materials, and a receiving facility to
manage Arlington National Cemetery’s (ANC) Municipal Solid Waste (MSW), Construction and Demolition
Debris (CDD), and Source-Separated Recycling (SSR). In addition to routine waste management services, the
Contractor shall support the relocation of waste collection infrastructure upon completion of the Southern
Expansion project. This includes transportation, placement, and coordination activities to ensure uninterrupted
operations and compliance with site requirements.
1.4.1 Notification and Planning: The Contracting Officer’s Representative (COR) will notify the Contractor of
the required relocation to the new service complex.
1.4.2 Relocation Services:
The Contractor shall remove all existing dumpsters from their current locations and deliver new dumpsters
designated for the Southern Expansion site to the new waste collection area using appropriate vehicles and
equipment. Dumpsters shall be placed in accordance with approved site plans and accessibility requirements.
The Contractor shall minimize disruption to cemetery operations, ceremonies, and visitor access during the
relocation process, confirm final placement with the COR, and report any issues encountered.
1.4.3 Period of Performance:
The period of performance shall be 12 months for (1) Base year with 4 option years. -8 included.
1.4.4 Phase‑In Period:
The Contractor shall perform all required transition and mobilization activities during the 15‑day Phase‑In.
Period beginning on the effective date of award. During this period, the Contractor shall assume responsibility
for transition planning, staffing, equipment staging, route familiarization, container inventory verification, and
coordination with the Government to ensure uninterrupted Solid Waste Management services.
1.5 Quality Control: Quality Control is the responsibility of the Contractor. The Contractor is responsible for
managing MSW, CDD, and SSR.
1.6 Quality Assurance: The Government shall evaluate the Contractor’s performance under this contract in
accordance with the Quality Assurance Surveillance Plan. This plan is focused on what the Government must
do to ensure the Contractor performs in accordance with the performance standards.
1.7 Hours of Operation: The Contractor is responsible for providing services between the hours of 6:00 a.m.
to 5:00 p.m. except Federal holidays or when the Government facility is closed due to local or national
emergencies, administrative closings, or similar Government directed facility closings. The Contractor must at

all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this
SOW when the Government facility is not closed for the above reasons.
1.8 Federal Government Holidays: The Contractor is not required to perform services on the holidays listed
below unless otherwise noted.

1.9 Place of Performance: The work to be performed under this contract will be performed at the Arlington
National Cemetery, Arlington, Virginia 22211, and approved/permitted solid waste facilities.
1.10 Period of Performance: The period of performance shall be 12 months for (1) Base year with 4 option
years.
1.11 Type of Contract: The Government anticipates awarding a Firm-Fixed Price Contract.
1.12 Post Award Conference: The Contractor shall attend any post award conference convened by the
contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart
42.5. The contracting officer, Contracting Officers Representative (COR), and other Government personnel, as
appropriate, may meet periodically with the Contractor to review the Contractor's performance. At these
meetings the contracting officer will apprise the Contractor of how the Government views the Contractor's
performance and the Contractor will apprise the Government of problems, if any, being experienced.
Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to
the Government.
1.13 Contracting Officer Representative (COR): The COR will be designated with a COR appointment
letter from the Contracting Officer. The COR monitors all technical aspects of the contract and assists in
contract administration. The COR is authorized to perform the functions as designated in their appointment
letter. A letter of designation issued to the COR will be provided to the Contractor, which will outline the
responsibilities and limitations of the COR. The COR is not authorized to change terms and conditions of the
contract.
