Description

STATEMENT OF WORK NWFSC Montlake Laboratory Campus Temperature and Sensor Monitoring Probe Annual Validation (6/17/2026) 1. PURPOSE. The Northwest Fisheries Science Center (NWFSC) requires annual validation of 96 wired and wireless probes within the REES Scientific Centron monitoring system. REES Scientific is the current service provider for this system as Centron is a proprietary product line belonging to REES Scientific. The REES Scientific Centron monitoring system uses probes to monitor temperatures in freezers, ambient room conditions in freezer rooms, IT data centers, and normal power status. 2. BACKGROUND. The REES probes are located at the Montlake Laboratory Campus, 2725 Montlake Blvd E, Seattle, WA 98112, and at a remote site located at 6505 NE 65th St, Seattle, WA 98115. Figure 1 provides a general layout of the Montlake campus site. The Montlake Campus contains 84 probes, and the remote site contains 12 probes. The probes at the Montlake Campus are primarily located in the East Building, with additional units in outbuildings (e.g., Pilot Plant, alley walk-in freezers, etc.). The last annual test was performed in January 2026. Figure 1 - NWFSC Montlake Laboratory Campus General Site Layout 3. REQUIREMENTS. The Contractor shall provide all labor, parts, materials, and equipment necessary to perform the services described herein in accordance with manufacturer specifications. 3.1. Basic Recurring Annual Services. The Contractor shall perform the following services annually: 3.1.1. Validate and calibrate all wired and wireless REES probes onsite in accordance with manufacturer specifications; 3.1.2. Replace batteries in all existing wireless probes; and 3.1.3. Provide hardware and software support for the Centron system, including onsite service and technical support as needed, for a period of 12 months. -- 1 of 3 -- 3.2. New Service Requirements. The Government may define and incorporate new service requirements during option periods, as appropriate. 3.2.1. Tasks associated with new requirements may include, but are not limited to, the following: 3.2.1.1. Probe addition or replacement 3.2.1.2. Node or control panel addition or replacement 3.2.1.3. Software upgrades 3.2.1.4. Data or system migration 3.2.2. The Contractor shall provide firm-fixed unit prices for hardware-related items (e.g., probe and node additions/replacements) identified in this section at the time of award. These unit prices shall remain applicable for the base period and four (4) one-year option periods. 3.2.3. Software upgrades and data/system migration efforts shall be performed on a time-and-materials basis using established labor categories and fully burdened hourly rates. Each software upgrade or data/system migration task must be individually authorized in writing by the Government prior to performance and may include a not-to-exceed funding limit. 3.2.4. Software licenses, subscriptions, or proprietary modules are not included in the unit pricing. If required for system operation, such items shall be identified, justified, and submitted to the Government for approval prior to purchase. Approved software licenses shall be reimbursed at actual cost (no markup) or funded under a separate not-to-exceed CLIN, as applicable. 3.3. Basic Recurring Annual Services – Option Year 1. 3.4. The Government reserves the right to exercise this option at any time during the contract’s active performance period. 3.5. Basic Recurring Annual Services – Option Year 2. 3.6. Personnel performing work must wear visible identification at all times when physically within Government facilities or on Government premises. 4.2. Personnel performing work will work on-site. 4.3. Personnel performing work will require access to NOAA facilities. 4.4. Personnel performing work will not require a PIV or CAC. 4.5. Personnel performing work will not require a NOAA email address. 4.6. Personnel performing work will require use of DOC owned IT Equipment (Laptop, Desktop Computer). 4.7. Personnel performing work will require Non-Government IT equipment to interconnect to a DOC network. 4.8.
