Description

STATEMENT OF WORK SCOPE Title: This specification reflects those characteristics which are essential to the minimum needs of the government for the procurement of consumable liquid argon in dewars to provide gaseous argon for Portsmouth Naval Shipyard processes. Location of Work: Portsmouth Naval Shipyard, Kittery, Maine. Security Classification: Work will be performed in a NAVSEA Controlled Industrial Area (CIA). REFERENCES The following documents of the issue date in effect on the date of request for proposal form a part of this specification to the extent applicable, or as specified herein. Within the specification, they shall be referred to by their basic designation only. Government Code of Federal Regulations Federal Standards FED-STD-313D - Material Safety Data, Transportation Data, And Disposal Data for Hazardous Materials Furnished to Government Activities UIPI 0505-908 LEVEL II AND III CLEANLINESS FOR PIPING SYSTEMS/EQUIPMENT 29 CFR 1910 - Occupational Safety and Health Standards Nongovernment CGA G-11.1-2023 Commodity Specification for Argon American National Standards Institute INC, (ANSI) ANSI/AMT B11.19 – Performance Criteria for Safeguarding ANSI MH 10.8.2 – Data Application Identifier Standard National Fire Protection Association (NFPA) Order of precedence - In the event of conflict between the text of this specification and that of the references cited above, the text of this specification shall take precedence. Nothing in this specification, however, should supersede applicable laws or regulations unless a specific exemption has been obtained. REQUIREMENTS Liquid argon Dewars Qty 2, liquid argon dewars to be delivered, and left for use. Upon depleting a dewar to the minimum usable pressure, the expected replacement will be 24-48 hours after notification with an expedited delivery option not to exceed 24 hours. The Contractor shall be required to replace the dewar within 24-48 hours after notification from PNSY. Pressure vessel testing certifications, on all dewars, shall be up to date, valid and not expiring within time frame the dewars are in use at Portsmouth Naval Shipyard. The Contractor shall provide each dewar with the capability of supplying gaseous argon at minimum flow rate of 30 Standard Cubic Feet per Minute (scfm) at pressures between 58 psig and 100 psig. The liquid volume of each dewar must be a minimum of 230-liters and not to exceed 300-liters. Liquid Dewars The Contractor shall meet all performance requirements for pressure and volume detailed in 3.1.4. The Contractor shall deliver each dewar mounted on an integral platform with caster and be designed to be pushed or pulled by a mechanic into position. The dewars shall be capable of being left onsite at PNSY for later pickup. The Contractor shall equip each dewar with a CGA 580 fitting to support a minimum gas flow rate of 30 scfm. No later than one-week prior to delivery, the contractor shall submit documentation to TPOC and COR for the selected transition fitting. Documentation describing aspects of Transition Fitting is acceptable in lieu of physical delivery. The Contractor shall provide startup training to PNSY. Conditions of Performance The following operational conditions shall apply under this specification Argon Gas Requirements The Contractor shall supply argon that meets the following requirements. Conformance shall be verified via testing conducted by the Contractor or an independent laboratory accredited to ISO/IEC 17025. Purity: The argon shall meet or exceed the requirements of CGA G-11.1-2023, QVL C. Filtration: The argon shall be filtered to a level of 10 micrometers (nominal) or finer. Certification of Deliverable: The Contractor shall provide a Laboratory Statement of Conformance with each delivery. (CDRL A001) Cleanliness of supplied equipment All equipment shall meet all the cleanliness requirements of Level II cleanliness as specified in reference 2.1.4. Equipment delivered shall have certified cleanliness documentation when delivered. Cleanliness plugs and caps shall be installed with seals prior to delivery. Personnel Safety and Health Requirements All machine parts, components, mechanisms, and assemblies furnished on the unit shall comply with all specific requirements of “OSHA Safety and Health Standard (29CFR1910), General Industry”, ANSI/AMT B11.19, ANSI/AMT B11.22, and ANSI/AMT B11.23, and ANSI/AMT B20.1 that are applicable to the equipment itself. Covers, platforms, guardrails, belt guards, and safety devices shall be provided for all parts of the equipment that present a safety hazard. The safety devices shall not interfere with the operation or maintenance of the equipment. The safety devices shall be removable to facilitate inspection, maintenance, and repair of the part. Additional safety and health requirements shall be as specified in other paragraphs of this specification. System Safety, Compliance, and Environmental Requirements General Safety and Electrical Compliance: The Contractor shall deliver, install, and certify that all equipment meets the following safety and compliance standards: OSHA Certfication: All equipment shall be acceptable as defined in 29 CFR 1910.399. To meet this requirement, all electrical equipment shall be listed and labeled by a Nationally Recognized Testing Laboratory (NRTL) accredited by OSHA. Installation Standard: The equipment shall be installed in accordance with the latest versions of the NFPA 70, National Electrical Code (NEC). Machine Guarding: All machinery and equipment shall meet the guarding requirements of 29 CFR 1910.212. Hazardous Material Prohibitions: The final delivered equipment shall be free of the following hazardous materials. This prohibition supersedes any other hazardous material allowances.
