What this opportunity is

The Department of Commerce is seeking to procure ten atomic clock systems for the National Institute of Standards and Technology (NIST) to support the construction of ensemble time scales. This solicitation is open to small businesses under NAICS code 334519 and is issued as a Request for Quotation (RFQ), indicating a focus on competitive pricing rather than a formal bidding process. Interested vendors should carefully review the specifications outlined in the Combined Synopsis/Solicitation to ensure compliance with the technical requirements.

Description

Use this document to detail specifications/requirements for an item and/or ancillary services. 🛈 TITLE: Atomic clocks for ensemble time scales 🛈 Requesting Lab/Division/Group: PML/688.40/Time Realization and Distribution Group General Statement of Need 🛈 NIST intends to construct two ensemble time scales to serve as resilient sources of time/frequency signals and as “backup” implementations of UTC(NIST), NIST’s realization of Coordinated Universal Time. An ensemble time scale consists of several independent atomic clocks, whose outputs are intercompared and usefully averaged together in a way that reduces bias, noise, and dependency on any one clock. The ensembles will consist of at least five atomic clocks each; the performance goal for each ensemble is for time dispersion in holdover less than 1.2 ns/day as random walk. Items and/or Ancillary Services 🛈 Item 1: Atomic clock Quantity: 10 Specifications: Specification 1.1: Short term stability of all output signals, <= 1e-11 Allan Deviation (ADEV) at 1 s averaging interval. Specification 1.2: Long term stability of all output signals, <= 2.7e-14 Allan Deviation (ADEV) for averaging intervals longer than 100,000 s (or, equivalently, <= 2.9e-14 ADEV at one day interval). Specification 1.3: At least one output signal at 10 MHz nominal frequency, amplitude >= 1 Vrms (or +13 dBm) into a 50 ohm terminated load. Specification 1.4: At least one output of a pulse-per-second (PPS) signal, amplitude > 1.5 V into a 50 ohm load. Specification 1.5: Accepts an input pulse-per-second (PPS) signal for coarse synchronization (<= 100 ns). Specification 1.6: Accepts AC power input of either 120V or 208V (60 Hz). Specification 1.7: Accepts 24V dc as an auxillary power source. Specification 1.8: Contains a battery backup providing at least 30 minutes of operation, or accepts an external battery pack via connector. Specification 1.9: Power consumption < 100 W. Specification 1.10: digitial system control and monitor interface, as serial (RS232), ethernet, or similar standard interface. Specification 1.11: digital interface reports warning/alarm/error status. Specifiaction 1.12: device compatible with EIA-compliant equipment racks, width < 482.6 mm. Specification 1.13: operational temperature range 15°C – 45°C. Specification 1.14: specified temperature coefficient (averaged over operational temperature range) < 3e-15/°C. Specification 1.15: sensitivity to magnetic field change < 4e-14 / G. Specification 1.16: demonstrated mean time between failures (MTBF) > 10 years (or 87,600 hours).
