“Defenders of Freedom” Air and Space Show (The Organizer)
1.) Purpose: The purpose of this agreement is to outline the responsibilities and major actions of the open
house promoter to provide refueling operations at the Offutt Air Force Base “Defenders of Freedom” Air and
Space Show on or about August 8-9, 2026.
2.) General:
A. SCOPE: This agreement provides guidance and documents agreement on aspects for general support of
the Offutt Air Force Base “Defenders of Freedom” Air and Space Show. Actions and agreements herein
apply only to the participating parties and are not intended to supersede existing regulations or agreements.
B. Requirements:
I. The performance period is Thursday, August 6, 2026 through Sunday August 9, 2026. Labor
and materials will be delivered on-site no later than 8:00 AM (CST) on Thursday, August 6,
2026 pending schedule changes due to arriving aircraft. Contractor will terminate refueling
services no earlier than 6:00 PM (CST) Sunday, August 9, 2024.
II. Contractor will be required to submit a timeline that outlines expected delivery, setup, and
termination of refueling operations corresponding with the requirements in Section III below.
III. Organizer estimates a total of 4,600 gallons of AVGAS needed for the duration of the period
of performance.
IV. Contractor will provide all labor and materials required to supply AVGAS to include:
1. Refueling Truck: Request refueling truck and equipment capable of providing
AVGAS for a variety of warbird/civilian aircraft.
a. Organizer estimates an initial delivery of 400 gallons Thursday, August
6, 2026 with truck on-site from 11:00 AM to 5:00 PM (CST).
i. This includes fuel for all aircraft with performing aircraft that
arrive on Thursday, August 22nd.
b. Organizer estimates subsequent deliveries of 500 gallons per day from
Friday, August 7, 2026 to Sunday, August 9, 2026. On Friday, 8 August
2026 and Saturday, 8 August 2026, the truck/driver shall be on-site
from 10:00 AM (CDT) to 5:00 PM CDT. On Sunday, 9 August 2026,
the truck/driver shall be on-site from 10:00 AM (CDT) to 6:00 PM
CDT.
c. Organizer estimates an additional delivery of 2,700 gallons on Sunday,
August, 9th.
i. This includes fuel for all static aircraft scheduled to depart on
Monday, August 10th.
ii. If fuel vehicle cannot support the estimated 2,700 gallon
delivery in addition to the scheduled 500 gallons on Sunday,
Contractor will increase Saturday fuel totals to accommodate a
portion of the requested fuel loads for Sunday.

iii. All aircraft must be refueled prior to 6:00 PM (CST) Sunday,
August 9 th for departure on Monday, August 10 th
.
d. Contractor understands that the quantities outlined above and provided
in the attachments are estimates and actual amounts may vary during
the event. The Organizer will only pay for quantities of fuel that were
downloaded to aircraft.
e. Contractor will not charge for remaining fuel within the truck and will
be responsible for any/all costs associated with removing unused fuel
from the installation.
2. Employee: Request that Contractor supply employee(s)/labor with training and
experience necessary to conduct refueling operations on a variety of
warbird/civilian aircraft. Employee must support refueling operations from
10:00 AM to 5:00 PM (CDT) daily except for Sunday, 9 August 2024 (10:00
AM to 6:00 PM CDT).
a. Offutt AFB fuels personnel are not authorized to perform any refueling
functions involving AVGAS. Base personnel will be on-site to assist
with logistics, but the responsibility for downloading fuel will be solely
at the responsibility of the Contractor

3.) Responsibilities:
A. The Contractor:
I. Contractor will supply all materials and labor required for refueling of aircraft outlined above.
Additionally:
a. Contractor will conduct background checks on all employees designated to support
install and removal of tents. Individuals with unfavorable background checks will be
restricted from access to the military installation.
i. Foreign nationals must be pre-coordinated through the 55 th Wing
Installation Protection office.
b. The following items are prohibited on military installations:
i. Ammunition and Explosives
ii. Fireworks, Firecrackers, Bottle Rockets
iii. Drugs and/or Drug Paraphernalia
iv. Any firearms
v. Any dagger, dirk, switchblade, butterfly knife, stiletto knife, Machete, or
any other unusually dangerous instrument capable of inflicting cutting,
stabbing, or tearing wounds is prohibited.
vi. Brass or iron knuckles. They are defined as any instrument that consists of
finger rings or guards made of a hard substance that is designed, made, or
adapted for the purpose of inflicting injury by striking a person.
vii. Items specifically designed or modified as an offensive weapon are
prohibited. These include, but are not limited to, modified baseball bats, ax
handles, clubs, blackjacks or chains.
viii. Conducted electrical weapons (CEWs) or stun guns, such as Tasers. These
items are defined as any item intended to be used as either an offensive or
defensive weapon that is capable of temporarily immobilizing a person by
the infliction of an electrical charge.

ix. It is prohibited for any person to possess, display, or handle any weapon, to
include replicas and realistic looking toy weapons, in a manner that causes
public fear, public disorder, or concern for public safety.
x. Coordination of event introductions: WG/CC, anthem singer, team
narrators, DV/VIPs, upcoming events sponsorship recognition, activities,
entertainment, and concessions.
II. Shall coordinate vehicle access with airshow staff to ensure vehicles meet installation
requirements and airfield driving restrictions.
III. The Contractor declares that they will maintain all required licenses and insurance as
necessary to conduct business within the state of Nebraska and those required by federal law
for operating on a military installation.
