Gore 76 AMXG/MXDEO 10/9/2025 -- 1 of 7 -- Page 2 of 7 PREAMBLE Commander’s Safety Intent The safety of everyone on Tinker AFB is our top priority. All Individuals must accept personal responsibility for safety and seek opportunities for improving the safety of our work environment. Everyone working on Tinker AFB is challenged to find, fix (if able) and report all hazards and near-misses. It is our shared duty to take every reasonable step and precaution to prevent accidents and preserve the health/safety of each Contractor and Government employee. 1. SCOPE This Statement of Work (SOW) defines the requirements for the procurement of two (2) Diesel- Powered Cabin Pressure Testers (CPTs), specifically designed and certified for use on B-1 aircraft. These CPTs are intended to replace existing, obsolete, and unreliable equipment. 2. BACKGROUND The 76 Aircraft Maintenance Group (AMXG) requires reliable CPTs to measure pressure leaks in B-1 aircraft cabins. Cabin pressure testing is crucial for B-1 aircraft maintainability and safety. The existing CPTs (MT006, MT007, MT021) are aging and unreliable, posing a significant risk to the maintenance capabilities of the B-1 fleet. The high downtime and low Mean Time Between Repair (MTBR) of existing units directly impacts aircraft availability and increases maintenance costs. 3. REQUIREMENTS AND ITEM DESCRIPTIONS 3.1. Item Description The required items for the Diesel-Powered Cabin Pressure Testers are defined in the following table: Part Number Description Quantity 99421-100 Diesel-Powered Cabin Pressure Tester 2 -- 2 of 7 -- Page 3 of 7 Table 1 - System Requirements 3.1.1 Support Documentation – Support documentation shall be included with items listed above. Supporting documentation shall include but is not limited to user manuals, parts breakdowns, maintenance literature, system check procedures, and applicable calibration certificates. Paper copies of calibration data shall be co-located in the system kit that includes items calibrated. Two paper copies and a digital version of manuals, parts break down and maintenance literature shall be included with first delivery. Digital manuals should be in Adobe or Microsoft format, capable of editing/notes. All digital content can be delivered via DoD Safe (https://safe.apps.mil/) or disc. 3.2. Installation No installation is required. 3.3. New and Unused Parts The contractor shall manufacture the CPTs with new or unused components. 3.4. Training No training is required. 3.5. Acceptance System acceptance is dependent on the following criteria being met and verified: Asset Condition: Criteria: Items crate packed for shipment. • No physical damage to any system components (hardware, software media, documentation) as verified by visual inspection upon delivery. • Verification Method: Visual inspection of all delivered items against the packing list. • Acceptance Threshold: Zero damaged components. Minor cosmetic blemishes that do not affect functionality may be accepted at the discretion of [Accepting Party Name/Role]. -- 3 of 7 -- Page 4 of 7 System Setup: Criteria: Successful installation and configuration of all system components according to the vendor's installation instructions and configuration guides. All software components are correctly installed. 3.5.1. Capabilities Capabilities shall include, but not be limited to: 3.5.1.1 Testing CPTs must accurately pressurize the B-1 aircraft cabin and precisely measure the cabin leakage rate as outlined in applicable B-1 Technical Orders. 3.5.1.2 Compatibility The CPTs must be fully compatible with the B-1 aircraft's current pressure system, including existing test ports and fittings. The contractor will be responsible for providing any necessary adapters to connect to the existing B-1 cabin pressure test ports. 3.5.1.3 Safety The CPTs must meet all applicable safety standards and certifications. 3.5.1.4 Portability The CPT should be easily moveable in the limited spaces around a B-1. CPTs should not exceed 4ft x 3ft x 2ft. and should not exceed 150 lbs. If on wheels, the wheels must be lockable. 3.5.1.5 Reliability This is the most important capability. The selected CPT MUST perform reliable leak test to prevent rework. The new CPT is intended to reduce current re-work from an average of 32 hours per job and eliminate down time. Contractor will report the documented Mean Time Between Failures (MTBF) hours of the proposed system. 4. GENERAL REQUIREMENTS Commander’s Safety Intent: The safety of everyone on Tinker AFB is our top priority.
