1 | P a g e PERFORMANCE WORK STATEMENT (PWS) Building 100 Deep Cleaning Services 16 July 2026 SECTION I 1.0 DESCRIPTION OF SERVICES 1.1 General Scope. The contractor shall provide all labor, materials, equipment, transportation, supervision, and incidental items necessary to perform professional commercial carpet cleaning and tile/grout cleaning services for the designated Government facility areas identified in this Performance Work Statement (PWS). Services shall include: • Commercial carpet cleaning • Tile and grout floor cleaning • Tile and grout wall cleaning • Cleaning of restroom vent exteriors • Cleaning of restroom trash dispensers • Removal of dirt, stains, debris, and buildup from identified surfaces • Final cleanup and restoration of work areas The contractor shall perform all work in accordance with commercial industry standards and applicable OSHA safety requirements. 1.1.1 Background. The Government facility contains commercial carpeted areas, tiled restroom surfaces, hallways, entryways, and administrative office spaces requiring periodic deep cleaning to maintain sanitary conditions, professional appearance, and facility longevity. Failure to properly maintain these surfaces may result in: • Deterioration of flooring materials • Unsanitary conditions • Reduced facility appearance • Increased long-term maintenance costs • Safety hazards caused by buildup or residue This requirement ensures the facility remains clean, professional, and operationally suitable for personnel and visitors. 1.2 Description of Services. The contractor shall provide all labor, tools, equipment, transportation, supervision, cleaning products, and materials required to complete the work identified in this PWS. The requirement includes professional cleaning of approximately: • 7,409 square feet of carpet • 4,642 square feet of tile/grout flooring • 3,146 square feet of tile/grout wall surfaces • 16 miscellaneous restroom fixtures/items CLIN Structure CLIN Description Quantity Unit 0001 Commercial carpet cleaning 7,409 SF -- 1 of 6 -- 2 | P a g e CLIN Description Quantity Unit 0002 Tile and grout floor cleaning (No Seal) 4,642 SF 0003 Tile and grout wall cleaning (No Seal) 3,146 SF 0004 Miscellaneous restroom fixture cleaning 16 EA Note: Quantities are estimates and may vary slightly based on field verification 1.3 Inherently Governmental Function. The Contractor shall not perform Inherently Governmental functions as defined in the Federal Acquisition Regulation (FAR) Subpart 7.5 in relationship to this Performance Work Statement (PWS). 1.4 Period of Performance. The Period of Performance (PoP) shall begin upon contract award and extend for completion of services. • Estimated completion: Within 30 days of award • Work shall be coordinated with the Government for scheduling • Contractor shall coordinate facility access with the Government POC 1.5 Place of Performance. Performance shall occur: Eglin AFB, FL (96 MXG) 1.6 Specific Tasks. The contractor shall perform the following tasks: Carpet Cleaning • Vacuum and prepare carpeted surfaces • Perform commercial-grade carpet extraction cleaning • Remove visible stains, dirt, and debris • Ensure carpets are left in clean and presentable condition Tile and Grout Floor Cleaning • Clean tile and grout flooring surfaces using commercial equipment • Remove buildup, staining, and discoloration • Restore appearance of tile and grout surfaces • No grout sealing required Tile and Grout Wall Cleaning • Clean tiled wall surfaces in designated restroom areas • Remove residue, buildup, and discoloration • Utilize methods safe for wall-mounted tile surfaces • No grout sealing required Miscellaneous Restroom Fixture Cleaning • Clean restroom vent exteriors • Clean restroom trash dispensers • Remove dust, dirt, and buildup from fixtures Quality Control -- 2 of 6 -- 3 | P a g e • Ensure all cleaned areas meet commercial cleaning standards • Ensure no residue, debris, or damage remains after cleaning • Maintain safe work practices throughout performance Transportation Coordination • Coordinate access and scheduling with Government personnel • Remove all contractor equipment and materials upon completion 1.6.1 Deliverables. The contractor shall provide the following deliverables: • Completed cleaning services for all identified areas • Final inspection walkthrough with Government representative • Notification of any damaged flooring or surfaces identified • Final service completion report/invoice 1.6.2 Data. The Government has unlimited rights to all deliverables under this contract, except the resumes. 1.6.3 Inspection. • The Government reserves the right to inspect all serviced units upon return • Deficiencies shall be corrected at no additional cost • Acceptance will be based on compliance with PWS requirements 1.6.4 Government Furnished Equipment Property and Facilities. The Government will provide: • Facility access during approved work hours • Access to water and electrical utilities as required • Coordination support for scheduling and facility access The contractor shall provide all other tools, materials, equipment, labor, transportation, and supplies necessary to perform the work. SECTION II 2.0 GENERAL INFORMATION 2.1 Hours of Operation. The contractor shall perform all services between the hours of 0600 – 1800 Central Time, Monday through Friday, excluding Federal holidays. The contractor will coordinate with the Government technical point of contact to schedule work and ensure aircraft availability. The contractor may be required to work outside these hours to meet the project schedule with prior approval from the Contracting Officer. 2.2 Certifications. -- 3 of 6 -- 4 | P a g e The Contractor shall utilize employees possessing adequate training, skills, and knowledge to perform the requirements of this contract. 2.3 Safety.
