RENTAL OF 100-TON AIR COOLED CHILLER AT HOMESTEAD AIR RESERVE BASE B180
Statement of Work
GENERAL: The work covered by this requirement consists of, but is not limited to, the furnishing of all plant,
labor, services, tools, materials, equipment, transportation, supervision and all miscellaneous requirements needed
to perform all operations in conjunction with the effort to accomplish the Scope of Work below. All work shall be
done in conformance to federal, state and local codes and regulations, and OSHA requirements. The term,
Contractor, shall be interpreted to mean the prime contractor and all its subcontractors. The term, Contracting
Officer, shall mean the Contracting Officer and/or designated representatives.
1. SITE LOCATION: Homestead Air Reserve Base (HARB) Florida, Building 180.
2. Rental of 100-TON CHILLER TEMPORARY AIR CONDITIONING UNIT:
a. This contract consists of the rental of a 100-ton (480V-3PH) air cooled chiller temporary unit,
while a BCE project is authorized and executed to purchase and replace the damaged Unit. Initial
award is for a 12-month rental and shall include three (3), one (1) month options to be exercised
in FY27 if necessary.
b. Contractor is responsible for bringing to the base all required equipment including connections
and cables. Contractor must also provide installation/final connections and start-up.
c. Contractor will need 30 feet of water pipe connections and 40 feet of electrical connections from
temp chiller to building.
3. Temporary air-cooled Chiller.
a. Chiller-water pumps shall be integrated into the temporary chiller. Temporary chiller shall have
supply and return hoses, and camlock ready cables.
b. Contractor shall verify if the existing chilled-water piping has installed the supply and return
flange to connect the temporary chiller hoses.
c. Contractor shall connect the temporary chiller’s hoses to the existing chilled-water piping.
d. Government will disconnect the power to the existing chiller and connect power to the temporary
air-cooled chiller. This installation includes the set-up of a transformer if required. It is believed
that building can support a 100-ton chiller without the need for a transformer on this requirement,
however the specification sheet to include the chiller’s electrical requirements is being requested
to be submitted with the quote so that we can confirm prior to finalizing an award.
e. After government established power to temporary chiller, the Contractor is responsible to turn the
chiller on and make sure the temporary chiller is working as per manufacturer’s
recommendations.

4. Contractor is responsible for the proper operation of the temporary chiller. If the temporary chiller stops
or is not working properly, the Contractor will be notified, and he/she is expected to resolve the issue
within 4-hours after being called. Please provide MFG approved terms for how proper operation and
restoration in the event of failure will be handled with quote package.
5. If a Temporary step-up transformer is required:
a. Contractor shall coordinate with manufacturer and verify that the temporary step-up transformer
KVA is large enough to handle the load of the temporary air-cooled chiller and/or air
conditioning package unit.
6. BASE REGULATIONS: Contractor shall conform to all base regulations and directives pertaining to
security, safety, fire, traffic, and personnel clearance, in so far as they pertain to the Contractors’ activities
at Homestead Air Reserve Base (HARB), Florida. Contractor shall ensure conformance by all employees.
7. BASE ACCESS: Contractor shall coordinate with the Contract Officer to gain access to areas of the
installation involving in this project. Contractor shall follow all Base rules and regulations regarding entry
and access to Base. Contractor shall have in possession all applicable identification documents prior to
arrival. Contractor is encouraged to perform background checks on personnel before submission to the
Government; the Government is not responsible for consequences of contractor personnel failing to pass
Base security criteria. Contractor is responsible to obtain, monitor, and renovate security badges used by
its own staff and Subcontractors during the duration of this contract.
a. Contractor employees requiring temporary access must be vetted prior to entry. The process starts
with the Prime Contractor’s request through the PM who will then send the employee’s
information to the Visitor Control Center’s (VCC) access database. Information must be sent 72
hours before access to base is needed. The individual must bring a valid vehicle registration and
insurance and proof of ID (see more below on identity proofing documents). As of May 7, 2025,
federal installations began requiring all visitors seeking base access to possess a REAL ID in
accordance with the REAL ID Act of 2005 and DODM5200.08v3. Additionally, all Non-U.S.
Residents and Non-U.S. permanent resident personnel are subject to enhanced vetting procedures
which can take up to 2 weeks for processing; please keep these timelines in mind when
scheduling work crews and submitting base pass requests for vetting.
