Statement of Work (SOW)

Steam Boiler Upgrade, Building 2316
Mountain Home AFB, Idaho
1.0 INTRODUCTION
1.1. The United States Government (USG) has a requirement for design-build construction services to
replace the existing Steam Boiler and associated equipment with new equipment in Building 2316
located on Mountain Home Air Force Base (MHAFB).
2.0 BACKGROUND INFORMATION
2.1. Building 2316 is located off Aardvark Ave and Falcon Ave, Mountain Home AFB, 83648 Idaho.
This building is the base Dinning Facility which utilizes a Steam Boiler for cooking as well as dish
washer sanitation. Contractor will be furnished with the equipment room key which will be returned
upon completion of the project.
3.0 PRIOD OF PERFORMANCE
3.1. The period of performance for the following Statement of Work (SOW) shall be 90 calendar days
from the Notice to Proceed (NTP).
4.0 GENERAL REQUIREMENTS
4.1. Contractor is to provide all labor, materials, services, oversight, and direction to complete the
construction/installation of the requirements identified in this Statement of Work (SOW) to replace the
current 50 horsepower steam boiler with one 25 horsepower steam boiler. Detailed requirements are
listed below but in general this project will replace the current boiler which is oversized for one smaller
steam boiler and feedwater/condensate tank. All construction will be required to adhere to the current
standards set forth by UFC, IBC, IMC, IPC, IECC, NEC, NFPA, ICC, AFETL, AFI, and other
applicable standards as referenced in this Statement of Work. This SOW only provides explanation of
the basic desired facility/s and any requirements that are in addition to the afore-mentioned standards.
Since this SOW does not reference specific applicable standards, the Contractor shall present a proposal
that reflects a thorough review of all standards, codes, and regulations that apply to the requirements
within this SOW.

4.2. The Contractor shall identify and obtain all required permits from Mountain Home AFB, federal,
state, and local agencies
4.3. Contractors shall follow the base Environmental Protection Plan Section 01 57 19, Change 2
(Attachment 1) for hazardous materials. A copy of the Environmental Protection Plan will be provided
with this SOW.
4.4. The entire new boiler system and its installation shall conform to the manufacturer’s instructions,
applicable codes and associated National Board requirements.
4.5. The Contractor shall remove and dispose of all components of the existing HVAC system that is
replaced by the new system.
4.5.1. Recyclable materials may be taken to the base recycle center otherwise such materials will
need to be disposed of off base.
4.5.2. All recycled material weight tickets shall be submitted to the Contracting Officer for
Government records.
4.6. Material storage and contractor staging areas (laydown yard) will be selected during the pre-
construction site visit.
4.7. During the progress of the work, the Contractor shall keep a careful record at the job site of all
changes and corrections from the layouts shown on the drawings, if applicable, regardless of whether
they are a part of the construction effort or not. This shall include any hidden or subsurface data
discovered during construction. The Contractor shall enter such changes and corrections on a copy of
the deliverable Final Construction Drawings and provide the Contracting Officer (CO) with a copy of
the updated drawings
5.0 SUBMITTALS:
5.1. Environmental Protection Plan
5.2. As-Built Drawings
5.3. Recycled material weight tickets,
5.4. Boiler cut sheets, and O&Ms for all equipment installed
5.4.1. All submittals shall be provided to the CO for review.
6.0 DESCRIPTION OF WORK
6.1. The Contractor shall verify site conditions and any site dimensions needed for design and
construction.
6.2. All work shall be in accordance with current Department of Defense Unified Facility Criteria UFC
3-430-11 Boiler Controls, UFC 3-560-01 Operation and Maintenance, American Society of Mechanical
Engineers (ASME) Boiler and Pressure Vessel Code, ASME (Controls and Safety Devices for
Automatically Fired Boilers) CSD-1, International Mechanical Code Chapter 10 Boilers, Water Heaters
and Pressure Vessels.

6.3. Job requirements and considerations include:
6.3.1. Demo existing steam boiler and associated equipment such as stack, feed lines, boiler skid,
and condensate tank. Current boiler will not fit through the doorway whole and will require it
to be broken down into smaller, manageable pieces. Any use of a cutting torch or plasma
cutter will require a burn permit issued by the base fire department.
6.3.2. Acceptable Manufactures, this specification is based on the ICS Series boilers manufactured
by Fulton Boiler Works, Inc. Equivalent units and manufacturers must meet all performance
criteria for all fuel options and will be considered upon prior approval. Basis of design: Fulton
Boiler Works, Inc. Model: ICS-25-863 lb/hr (837,000 BTU/hr).
6.3.3. Install one Fulton ICS-25 steam boiler (or equivalent) and one Fulton HT-30 Horizontal tank
(or equivalent) fitted with preheat kit and piped to boiler with isolation valves on a factory
skid. Fully modulating 2:1 turndown burner, BACnet integration gateway, blow down tank F-
30, Chemical feeder kit and water treatment system FB-220-9105. Factory skid will need to
be divided into thirds to fit into the mechanical room.
6.3.4. New boiler must be elevated off the floor either by a concrete pad or boiler skid to a height of
no less than 4”.
6.3.5. Emergency shutdown button will be installed inside next to the exit door of the mechanical
room. Shutdown will isolate gas and power from both steam boilers. Emergency button will
be labeled “Emergency Steam Boiler Shutdown” similar or equal to a STI model SS20A9ZA-
EN.
