Statement of Work Mobile Defensive Fighting Positions (MDFP) Ballistic Shields CUI CUI STATEMENT OF WORK (SOW) FOR JB MDL M OBILE DEFENSIVE F IGHTING P OSITIONS (MDFP) BALLISTIC SHIELDS 28 M AY 2026 87th Security Forces Squadron (87 SFS) Joint Base McGuire-Dix-Lakehurst -- 1 of 3 -- Statement of Work Mobile Defensive Fighting Positions (MDFP) Ballistic Shields CUI CUI 1.0 GENERAL 1.1. Background This Statement of Work (SOW) defines the requirements for the procurement and delivery of Mobile Defensive Fighting Positions (MDFPs) / Ballistic Shields for the 87th Security Forces Squadron (87 SFS) at Joint Base McGuire-Dix-Lakehurst (JB MDL). Security forces require advanced, mobile ballistic protection to safeguard personnel at fortified Entry Control Points (ECPs), overwatch positions, and during anti-terrorism operations 1.2. Program Objectives The objective of this procurement is to acquire the DS-180 series MDFP (or equivalent) to provide security personnel with mobile, full-coverage, and full field-of-view ballistic protection against high- level threats, including hostile rifle fire. 2.0 SCOPE OF WORK & REQUIREMENTS 2.1. Overall Requirements The contractor shall provide and deliver the specified quantity of Mobile Defensive Fighting Positions. The units must be highly mobile, capable of quick disassembly for vehicle transport, and provide certified Level III ballistic resistance. The system must act as a stand-alone physical deterrent and protective barrier for guards, observers, and combat groups. 2.2. Product Identification The requested equipment corresponds to National Stock Number (NSN): 8470-01-664-8899. 3.0 SPECIFIC TECHNICAL REQUIREMENTS The delivered ballistic shields must strictly adhere to the following technical and operational specifications: Table 3-1: Requirement Category Technical Specifications Ballistic Certifications NIJ-STD-0108.01 Level III (Rifles), US Department of State standard DS- STD-01.01• Must be independently certified by H.P. White Laboratory, Inc. Threat Protection Level Glazing and armor must protect against 7.62mm Full Metal Jacketed (FMJ) bullets (M80), nominal mass 9.6 g (148 gr), impacting at a minimum velocity of 838 m/s (2750 ft/s) or less. Visibility & Coverage Must provide full coverage and full field of view, offering up to 12 square feet of transparent viewing area. Assembly/Manuals The contractor must provide all necessary documentation, including user manuals, assembly/disassembly instructions, and certification paperwork with the delivery. 5.0 PERIOD OF PERFORMANCE / DELIVERY SCHEDULE 5.1. Delivery The contractor shall deliver all requested items within 30-60 days after receipt of order or contract award. -- 3 of 3 --
