PIER FOR INSTALLATION FOR THE NOAA NATIONAL OCEAN SERVICE IN CORPUS CHRISTI, TEXAS
(I) This is a combined synopsis/solicitation for commercial items prepared in accordance with RFO Part 12.
This announcement constitutes the only solicitation. Offers are being requested and no other written solicitation will
be issued.
(II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number
1305M226Q0140.
(III) This solicitation is being issued as a total small business set-aside. The associated NAICS code is 488390.
The small business size standard is $47.0M.
(IV) This combined solicitation/synopsis is for the following commercial services:
Line Item 0001 – Services, non-personal, to provide all labor, equipment and materials (unless otherwise provided
herein) necessary for barge/vessel and crane services needed for the installation of the Bob Hall Pier NWLON
station elevated platform in accordance with the attached Statement of Work.
(V) Description of requirements is as follows:

Period of Performance: frame to be installed between 07/06/2026 and 07/31/2026. NOAA personnel will
communicate with the selected contractor to determine the optimum date that will work for both parties, and the
facility operator.

National Water Level Observation Network (NWLON) Station
Bob Hall Pier
Vessel Support Scope of Work
The selected contractor will provide a vessel equipped with a crane capable of lifting an aluminum frame
weighing no more than 1.5 tons that is approximately 10 ft. in height, and 10ft x 10ft in length and
width, up from the deck of the vessel to a concrete pier that is approximately 20 feet above the water’s
surface.
The job site is the new location for the NOAA tide station located on the Bob Hall Pier at 15820 Park
Road 22, Corpus Christi, Texas. The station will be located on the end of the pier highlighted in the photo
below

The contractor must accept the delivery of the new aluminum frame referenced above and store it at
their facility for no more than 7 days prior to the installation of the frame at the Bob Hall Pier. The
contractor will provide the necessary crew and equipment to facilitate the safe transfer of the frame
from the delivery truck to their storage facility, and to the vessel for final transit to the work site.
The expected timeframe for the installation is between July 6 and July 31, 2026, and NOAA will
communicate with the selected contractor to determine the optimum date that will work for both
parties, and the facility operator. The operation is expected to be completed in one 8-hour work day,

but additional hours past 8 may be needed, as well as a possible second day. Daily hours will not exceed
a total of 12 per day.
Lifting Operation – frame installation
The contractor will supply the necessary crew to facilitate the safe lifting operations from the vessel to
the pier. NOAA will supply a crew needed to secure the frame to the pier. The vessel and crane must:
● Lift the large frame shown in Figure 2 from the barge to the pier (1,300 lbs). NOAA crew
will then drill holes in the pier and secure the frame to the concrete. This will likely be
an iterative process of slightly raising and lowering the aluminum frame slightly above
the pier deck while the crew makes adjustments to insure a level base.
● Lift the aluminum 60”x60”x18” APX electronics enclosure installed in its aluminum
frame (~600 lbs) from the pier deck to the top of the large aluminum stand. NOAA crew
will then secure it with bolts. This component is shown in figure 3 below.
● Lift an aluminum solar panel rack with all 4 panels installed (~150 lbs) into place on the
side of the platform. The crane will hold this in place while the NOAA crew secures it
with U-bolts.
