Description

This notice is published in accordance with Revolutionary Federal Acquisition Regulation Overhaul (RFO) 6.103-1 and the procedures of RFO 12.202. The United States Air Force’s 633rd Contracting Squadron located at 14 Burrell St., building 67, Langley AFB, VA 23665, part of Air Combat Command, intends to award a purchase order to Curtiss‑Wright/Tactical Communications Group (TCG) for the procurement for the Battlefield Operation Support Systems (BOSS) Annual Support and Upgrades Gold Plan. The agency requires BOSS Annual Support and Upgrades (Gold Plan) for nine (9) BOSS currently in use at ACC CSS. The required support consists of a firm‑fixed‑price annual subscription plan that provides software updates, re‑engineering releases, troubleshooting assistance, extended hardware and software warranty coverage, and unlimited help desk support. The subscription will be procured for one (1) base year and four (4) option years, covering the period 18 September 2026 through 17 September 2031.The BOSS is a specialized test system used to perform Link 16 datalink testing, and the required support ensures continued operability, configuration compatibility, and mission readiness of all nine systems. The Gold Plan provides all proprietary software maintenance, hardware sustainment, and technical support necessary to maintain full functionality of the BOSS platform throughout the period of performance. This acquisition will be conducted as a non-competitive, single-source procurement in accordance with RFO 12.102-1, Simplified procedures Statutory Authority 41 U.S.C. 1901, which authorizes single-source purchases when no other supplies or services can meet agency requirements. Because all BOSS software, firmware, diagnostic tools, and engineering data are proprietary to Curtiss‑Wright/TCG, no other vendor has the technical capability to maintain or update the Government‑owned BOSS systems. As a result, competing this requirement would not produce viable offers. This announcement serves as a Combined Synopsis/Solicitation for commercial items, prepared in accordance with RFO 12.202(a). As this is a single-source solicitation. This notice is published in accordance with RFO 6.103-1 and solicitation procedures of RFO 12.205. The applicable North American Industry Classification System (NAICS) code is 541519, Other Computer Related Services, with a Small Business Size Standard of $34.0 million. This notice does not constitute a request for competitive quotes. However, interested parties who believe they possess the capability to meet this requirement may submit a capability statement to Lester Yearwood at lester.yearwood.1@us.af.mil and Margaret Young at margaret.young.6@us.af.mil no later than 4:30 PM Eastern Time on July 20, 2026.
