Scope of work The Dallas VA Medical Center Emergency Department requires implementation of the Synchronicity POCUS software to centralize ultrasound image management, enhance documentation accuracy, and support quality assurance. The software will streamline workflow and improve interoperability with VA clinical systems. The purpose of this procurement is to obtain, install, configure, and validate Synchronicity POCUS software to ensure seamless integration with VA health information systems while improving efficiency and accuracy in ultrasound-related workflows. The contractor shall provide all software licenses, HL7 interface configuration, professional services, training, and technical support required to deploy Synchronicity POCUS software within the Emergency Department. The contractor shall deliver the Synchronicity software, configure HL7 ADT, orders, results, and billing interfaces, establish a test environment, complete workflow validation, provide staff training, documentation, and post-deployment support. This procurement is being conducted in accordance with RFO FAR 12.102 (a), Soliciting from a Single Source. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, Contractors may submit a capability statement, proposal, or quotation which shall be considered by the contracting officer whether to continue with the sole source procurement or to provide for competition. Such responses MUST be received no later than Wednesday July 29, 2026, at 11:00 AM CST. Forward responses by e-mail to Francisco.Mendoza@va.gov . Due to technical issues, please allow additional time if you’re using electronic means. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. The Department of Veterans Affairs, NCO 17 will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirement.
