1. GENERAL INFORMATION
This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.
Solicitation number 75F40126Q00178 is issued as a/an RFQ RFP IFB for This requirement is for the laboratory at the Food and Drug Administration (FDA) Center for Veterinary Medicine (CVM), Office of Applied Science, is pursuing projects that involve the use of biologically hazardous samples. The safe handling of such samples requires the use of an appropriately rated biosafety cabinet. Currently the Office of Applied Science possesses biosafety cabinets (BSC’s) that have been evaluated as inadequate and in need of replacement.

2. DELIVERY AND PERFORMANCE

Inspection and Acceptance: Inspection and acceptance shall be performed at the delivery location in accordance with the terms of clause 52.212-4.
Contractor shall coordinate delivery with the Technical Point of Contact no fewer than five (5) business days before delivery.
Inspection and acceptance shall be performed by the Government Technical Point of Contact following delivery. Acceptance shall be based on verification of NSF/ANSI 49 compliance, proper operation, receipt of all required accessories and documentation, and confirmation that the biosafety cabinets meet all solicitation requirements. Final Government acceptance is required prior to payment.
Period of Performance
Supplies: Delivery Timeframe + Warranty
Delivery shall be completed within 60 days of award. The delivered items shall include a minimum five (5) year manufacturer warranty from the date of Government acceptance.
Following Government acceptance, the Contracting Officer will issue an administrative modification under RFO 43.203(b)(1) and 43.201 to memorialize the period of performance dates, anchored to the Government acceptance date. The modification does not change scope, price, or any other substantive term. The Contractor's written confirmation of the completion date supports inspection and acceptance scheduling; it does not establish the period of performance.
