It is cooperatively managed by the U.S.D.A. Forest Service, Natural Resources Conservation Service, and Oklahoma Department of Wildlife Conservation. Project goals and objectives are to maximize diversity and offer outstanding recreational opportunities. Red Slough is a very popular recreational destination located in southeastern Oklahoma and is a premier birdwatching and waterfowl hunting area. The purpose of this survey is to monitor effects of management practices on bird populations in this area. 2.0 Definitions N/A Contractor Requirements 3.0 Technical Requirements / Tasks The Contractor shall furnish all labor, materials, supervision, transportation, equipment, and supplies necessary to perform comprehensive bird surveys at the Red Slough Wildlife Management Area. The Contractor shall perform all work in accordance with the specifications detailed below. The Contractor must possess the expertise to identify by sight and sound all bird species occurring in Southeast Oklahoma. Contractor must execute 48 total surveys and one final comprehensive report during the performance period. Surveys must occur at a frequency of one per week, separated by at least three calendar days. No more than four surveys may occur in a single calendar month unless authorized in writing by the Contracting Officer’s Representative (COR). Each individual survey requires a minimum of six hours of active field time. However, from October 28, 2026, through January 26, 2027, the Contractor must shift focus to waterfowl and submit these specific counts within 24 hours of survey completion. Upon completing all 48 field visits, the Contractor shall deliver a final comprehensive report to the Forest Service per period. This final report must segment data into four distinct seasonal categories: Fall (September–November), Winter (December–February), Spring (March–May), and Summer (June–August). Data Collection Requirements During every survey, the Contractor must record four specific data points:  Time: Survey date with start and end times.  Species: Bird observations seen or heard, though differentiating the method of detection per bird is not required.  Quantity: Record the total quantitative abundance for each species.  Conditions: Notate general environmental conditions, including sky coverage, temperature, wind, and precipitation. Standard weekly survey and final report format to be determined at the pre-work meeting with the COR.
