Description

The request for Quotation (RFQ) number is N66604-26-Q-0308. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Part 12 Acquisition of Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) requires the procurement of a Black Box Server on a brand name basis, no substitutions allowed. This requirement is being solicited as unrestricted, as concurred with by the NUWCDIVNPT Office of Small Business Programs (OSBP). The North American Industry Classification System (NAICS) Code for this acquisition is 334111. The Small Business Size Standard is 1250 Employees. Thinkmate is the Original Equipment Manufacturer (OEM) for the existing server architecture utilized in the designated Government space. The detailed system design, work instructions, and manufacturing schematics required to build this specific server configuration are proprietary to the OEM. Consequently, only Thinkmate and its authorized resellers can provide the required hardware to support Government operations. Incorporating hardware from alternative manufacturers would result in unacceptable schedule delays, excessive duplicative costs, and substantial technical risk to the mission. Destination, Newport, RI. The Government’s required delivery is August 15, 2026, or sooner. Offerors shall include shipping cost into the unit price. A separate line for shipping will not be provided. Award will be made on Lowest Price Technically Acceptable basis. To be considered technically acceptable, the offeror must: 1. Quote brand name items only in the required quantities and specifications as detailed in the table above. 2. Offeror must be authorized reseller of this product. 3. Shall submit detailed specifications with quotes. 4. Items shall be sourced directly from the OEM and/or OEM authorized channels only. If the Supplier does not deliver new hardware/software or provide proof that the items are all new products, the Government need not accept delivery. If after award the hardware delivered are determined not to be new or delivered from outside the US, the Government has the right to terminate for cause with the Supplier liable to the Government for any and all rights and remedies provided by the law including excess re-procurement costs. The Government will also consider past performance information on the Supplier Performance Risk System (SPRS) where negative information within SPRS may render a quote being deemed technically unacceptable. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. The Government’s method of payment will be electronic payment via Wide Area Workflow (WAWF). In accordance with DFARS Clause 252.211-7003, the contractor shall provide a unique item identifier (IUD) for all delivered items for which the Government’s unit acquisition cost is $5,000 or more.
