1. Purpose
The purpose of this Statement of Objectives (SOO) is to obtain contractor support to
design, deliver, and install a physical and visual safeguarding system to protect Building
210’s backup generator. The mission is to protect these assets from emerging localized
aerial threats, specifically denying visual reconnaissance and preventing kinetic damage
from off-the-shelf unmanned aerial systems (UAS), ensuring uninterrupted power
generation for mission-critical base operations. The objective is to acquire a Generator
Protection System (GPS) that maximizes operational readiness through modular design,
rapid deployment, and a low lifecycle maintenance footprint.
2. Minimum Requirements
2.1. Able to survive or limit damage on protected/covered asset/infrastructure from UAS
with gross takeoff weight up to 20 lbs (DoD UAS Group 1 Category) and/or with a
kinetic explosive payload up to 50 lbs
2.2. Will not impede generator airflow, exhaust, or cooling, allowing the generator to
operate at full capacity without thermal degradation.
2.3. Shall provide personnel access (i.e., door, flap, curtain, etc.) to the generator for
routine servicing, refueling, and emergency repairs.
2.4. Netting material shall be UV-resistant, moisture-resistant, rust-resistant, fire-retardant,
and it shall have a minimum expected lifespan of no less than 5 years + extended
warranty up to 5 yrs.
2.5. The netting system shall withstand wind gusts up to 110 miles per hour.
2.6. The deployed system must fit within the existing spatial footprint/easement
surrounding the generator pad or infrastructure equipment, avoiding functional
interference of adjacent structures or thoroughfares. See attached
drawing/dimensions.
3. Innovative solutions
3.1. Rapid deployment capability: Maximize operational flexibility with a system designed
for rapid transport, assembly, and deployment by base personnel with minimal reliance
on heavy equipment (e.g., under 4 hours by 4 personnel), discuss attachment solution
(i.e., leverage existing structure, stand-alone)
3.2. Camouflage: Line of Sight (LOS) and/or sensor denial/disruption capabilities.
3.3. Low Lifecycle Maintenance: Minimize the logistical footprint by utilizing materials and
finishes that withstand extreme environmental conditions with minimal routine
maintenance over the system's lifespan.
3.4. Modularity/Repairability: Utilize a modular physical design that allows for the rapid
replacement of damaged components in the field and the seamless integration of
future security upgrades.
