Performance Work Statement Project: Commercial Fiber Optic Internet Services 1.0 Description of Services / Introduction This Performance Work Statement (PWS) outlines the requirements for a commercial Internet Service Provider (ISP) to provide high-speed, reliable, and secure fiber optic internet services for Bradley Air National Guard Base. The contractor shall provide all necessary personnel, equipment, tools, materials, supervision, and other items and services required to deliver and maintain the fiber optic internet service as defined in this PWS. 1.1 Background Bradley Air National Guard Base requires a robust and high-performance internet connection to support a morale network for personnel, facilitating communication and access to online resources. A fiber optic solution is required to ensure higher bandwidth and increased reliability, which are essential for supporting base personnel. 1.2 Scope The scope of this PWS includes the engineering, installation, and maintenance of a commercial fiber optic internet service. The contractor will be responsible for providing a dedicated, high-speed, symmetrical internet connection, ensuring network security, and maintaining the infrastructure to meet the performance standards outlined in this document. 2.0 Applicable Documents The contractor shall adhere to the latest versions of the following documents and standards: • Unified Facilities Criteria (UFC) 3-580-01/ Telecommunications Interior Infrastructure Planning and Design • Air Force Base Area Network Functional Specification (AFBAN-FS) • Telecommunications Industry Association (TIA) 568-C & 569-C/Electronic Industries Alliance (EIA) standards • Building Industry Consulting Service International (BICSI) standards • U.S. Department of War (DoW) and Air Force security regulations 3.0 Requirements -- 1 of 4 -- The contractor shall: • Provide all personnel, equipment, materials, and supervision necessary to deliver and maintain a dedicated, commercial fiber optic internet service. • Adhere to all applicable Telecommunications Industry Association (TIA)/Electronic Industries Alliance (EIA), Building Industry Consulting Service International (BICSI), and U.S. Department of War (DoW) standards and regulations throughout the period of performance. • Develop and provide a comprehensive Project Plan detailing the installation timeline, key milestones, and operational procedures before commencing work. • Engineer, install, and maintain the fiber optic internet service as specified in the following sections. 3.1 Internet Service • Service Level: Provide a dedicated Fiber Optic Internet service with symmetrical upload and download speeds of at least 1 Gbps. The service must be scalable to accommodate future bandwidth requirements up to 10 Gbps or greater. • Performance: The network must meet the following performance metrics: o Uptime: 99.99% availability, excluding scheduled maintenance. o Latency: No more than 20ms round-trip time to major internet exchange points. o Packet Loss: Less than 0.1%. 3.2 Installation • Infrastructure: Install all necessary fiber optic cabling, conduits, and termination equipment from the point of presence (POP) to the designated demarcation point at Building 22, Room 131A. • Methodology: All installation work, including trenching, conduit placement, and cable laying, must be performed in accordance with industry best practices and all applicable safety regulations. • Testing: Upon completion of the installation, the contractor shall conduct a comprehensive test of the fiber optic network to verify that all performance requirements are met. This includes, but is not limited to, Optical Time Domain Reflectometer (OTDR) testing and end-to-end system verification. -- 2 of 4 -- 3.3 Security • Network Security: The contractor shall implement robust security measures to protect the network from unauthorized access, distributed denial-of-service (DDoS) attacks, and other cyber threats. This includes providing network security to subscriber with contractor-provided equipment. • Compliance: All security protocols must comply with DoW and Air Force regulations. All contractors entering the base require vetting through base’s 4.0 Deliverables The contractor shall provide the following deliverables: • Project Plan: A detailed project plan outlining the installation timeline, milestones, and procedures. • As-Built Drawings: Comprehensive drawings of the installed fiber optic infrastructure. • Test Results: A complete report of all tests performed on the network after installation. 5.0 Government-Furnished Equipment/Property The government will provide access to the necessary facilities and spaces for the installation of the contractor's equipment. 6.0 Period of Performance The period of performance for this contract will be one base year with four one-year option periods. 7.0 Place of Performance The work shall be performed at Bradley Air National Guard Base, 161 Rainbow Rd, East Granby, CT 06026. The primary demarcation point will be in Building 22, Room 131A. 8.0 Security and Access Requirements The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer’s Representative (COR). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements -- 3 of 4 -- as directed by DoW, HAF and/or local policy.
