Control Systems (MCS) Tech Refresh. The total estimated dollar value of this purchase

2. SUPPORTING DOCUMENTATION FOR BRAND NAME BASED ON
CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF THE
ACQUISITION
Naval Surface Warfare Center Philadelphia Division (NSWCPD) Machinery Control
System (MCS) Land-Based Test Environment (LBTE) emulates a fully functional MCS
for the purpose of testing and integration of hardware and software during development,
duplication of MCS operating environment to support troubleshooting during shipboard
integration testing and trials, and training in MCS Operation and Maintenance.
Through SCD 22130 the MCS team defined the specifications for the modernized
Profibus and identified the MGate 5101-PBM-MN-T as the only suitable. In order to
confirm functionality and compatibility FY21 PCard purchase, PR#1103573001, was
completed to acquire the MGate Profibus hardware for proof of concept and integration
testing. After completion of comprehensive testing, the MCS Team determined that those
Moxa components were suitable for the modernization of legacy Profibus hardware and
would be fully incorporated into MCS Tech Refresh configurations. Through the award
of FY22 SAP purchase, N6449822P5289, the LHD/A MCS team procured this exact
hardware to support the modernization of the MCS systems Profibus’ in the LBTE and
one (1) shipset. The purpose of this requisition is to acquire the remaining units to fully
outfit the remaining two (2) shipsets that are slated for Tech Refresh.
The Moxa MGATE 5101-PBM-MN-T is an industrial protocol gateway designed to
create a communication bridge between Profibus devices and a Modbus TCP network.
This specific model is built to operate in harsh environments. While many gateways can
convert protocols, the MGATE 5101-PBM-MN-T possesses a specific combination of
features that make it a distinctive offering in the industrial automation market. Examples
of such features include the ability to automatically detect all connected Profibus slave
devices and their available I/O modules. Integration of a suite of powerful tools for
diagnostics and maintenance. Web-based graphical interface for I/O data visualizing and

traffic monitoring. Encrypted communication via HTTPS and SSH for remote
management, preventing unauthorized access and ensuring data integrity.
Consideration of alternative Profibus’ is not advisable as transitions to an alternative
would be critically disruptive to the MCS Tech Refresh design as the MGate 5101-PBM-
MN-T has been fully integrated in the MCS systems and software. Through internet
research and review of datasheets, no alternative Probus’ could be identified that would
be able to provide the required functionality, maintain compatibility with existing MCS
systems and provide features that meet or exceed that of the MGate 5101-PBM-MN-T.
Deviations from the MGate 5101-PBM-MN-T will require additional time to identify,
test and qualify different products and would inject unnecessary risk into the
development cycle and deliverable timelines. Per SCD 22130, the LHDA MCS Tech
Refresh includes a requirement for commonality across all three (3) ships and lab.
Consideration of an alternative would require a full lab set and one (1) shipset worth of
Profibus’ to be re-purchased. Wasting roughly $158,652 of taxpayer dollars. Deviation
from MGate 5101-PBM-MN-T would severely impact NSWCPD ability to provide the
necessary capability for the MCS program.
The MCS program is responsible for coordinating and meeting schedule deadlines,
therefore, this software is necessary to meet mission requirements. Procurement of any
other software would not allow for necessary coordination. As such, it is imperative to
furnish this software to complete the system on time and on budget.
3. MARKET SURVEY
Market survey was completed by the LHD/A MCS team to see if any other Profibus had
become available that could serve the same functions and meet the required
specifications. LHD/A MCS team was unable to identify an alternative that could satisfy
these requirements without increasing the risk of delaying mission critical software build
deliverables. A few of the brands researched include Anybus/Procentec, Siemens and
Phoenix Contact. Ultimately transitioning to alternative would inject unnecessary risk
which outweighs the benefit of utilizing alternative.
The LHD/A MCS team locate authorized resellers of the OEM brand, Moxa. Authorized
resellers included Mid-Atlantic Rugged Systems, RSP Supply and RS Americas, Inc.
Each of these authorized resellers were contacted and cost estimated were collected.
Additional details on the market research and how to cost estimates compare to the cost
of the previously awarded contract for the same hardware can be found in the SAP IGCE
MRM form. In summary, the total estimated dollar value of this purchase request very
closely aligns with the market value.
