1. SCOPE
This Statement of Work (SOW) establishes the requirements for a Blanket Purchase Agreement
(BPA) to provide new, overhauled, and repaired OEM and FAA approved hoists and hoist
parts, accessories and services on Breeze Eastern Hoists (Part Number: BL-29900-30-1) for the
FBI UH-60M helicopter fleet. Vendor repair and overhaul maintenance facility shall be able
to perform major scheduled and unscheduled inspections in support of the FBI’s mission. The
BPA is established to meet recurring mission-critical needs for sustainment of Breeze Eastern
hoists installed on FBI aircrafts.
This BPA is for non-personal services. Contractor personnel shall not be considered Government
employees for any purpose. The Contractor shall be solely responsible for supervision, direction,
control, and performance of its personnel.
This BPA is for business concerns that are authorized to provide new, overhaul, repair and
inspect Breeze Eastern hoists at the time of award and throughout the period of performance.
2. BACKGROUND
The FBI CIRG Tactical Helicopter Unit (THU) operates a fleet of rotary-wing aircrafts equipped
with Breeze Eastern Hoists (Part Number: BL-29900-30-1) that support sensitive law
enforcement, national security, and emergency response missions. Continuous operational
availability of these hoists is essential to mission success. The Government requires timely
access to qualified, OEM-authorized service providers capable of providing parts, repairs,
overhauls, and technical support in accordance with applicable regulatory and manufacturer
requirements.
3. APPLICABLE DOCUMENTS AND REGULATIONS
The Contractor shall comply with all applicable laws, regulations, and standards, including but
not limited to:
• Federal Aviation Regulations (FAR), Title 14 CFR, including Part 21 Parts Manufacturer
Approvals (PMAs)
• Federal Aviation Regulations (FAR), Title 14 CFR, including Part 27 Normal Category
and Part 29 Transport Category

• Original Equipment Manufacturer (OEM) technical manuals, service bulletins, and repair
procedures issued by Breeze Eastern
• All applicable Federal Acquisition Regulation (FAR) requirements incorporated by
reference or full text in the BPA
4. DESCRIPTION OF SERVICES
The Contractor shall provide new, overhauled, and repaired OEM and FAA approved hoists and
hoist parts, accessories, services, inspections and technical support on the following Breeze
Eastern Hoists (Part Number: BL-29900-30-1)
All services shall be performed in accordance with OEM standards and FAA/FCC regulatory
requirements.
5. PARTS, MATERIALS, AND SUPPLIES
The Contractor shall furnish new, repaired, or overhauled OEM-approved parts, accessories, and
supplies necessary to support Breeze Eastern Hoists (Part Number: BL-29900-30-1). All parts
provided shall:
• Be OEM-approved or OEM-certified
• Meet FAA airworthiness requirements under Title 14 CFR Part 21
• Meet FCC compliance requirements under Title 47 CFR Part 15
• Be commercially available and traceable to the manufacturer or authorized repair source
The Contractor shall not provide counterfeit, unapproved, or non-conforming parts.
6. AUTHORIZED SERVICE PROVIDER REQUIREMENT
The Contractor must be a Breeze Eastern Authorized Service Center with FAA certified
mechanics and FAA certified Inspection Authorization (IA) mechanics on staff for the duration
of the BPA. Loss of authorization may result in suspension or termination of the BPA.
7. PLACE OF PERFORMANCE
The primary place of performance shall be at the Contractor’s FAA-approved repair facility or
facilities. Ancillary support, consultation, or coordination may be conducted remotely as
required.

8. PERIOD OF PERFORMANCE
The BPA shall have a five (5) year ordering period from the date of award. Individual call orders
issued under the BPA shall specify delivery or completion dates.
9. ORDERING AND DELIVERY REQUIREMENTS
9.1 Parts Availability
Upon receipt of a Government request for parts, the Contractor shall:
• Identify whether requested parts are in stock and available for immediate shipment
• Provide delivery timelines of either:
o Two (2) business days, or
o Four (4) business days, as specified in the order
For parts not immediately available, the Contractor shall provide an estimated availability and
shipment date prior to order acceptance.
9.2 Repair and Overhaul Turnaround Time
For hoists or components requiring inspection, repair, or overhaul:
• The standard turnaround time shall not exceed three (3) weeks from receipt at the
Contractor’s facility, unless otherwise approved by the Government
• The Contractor shall notify the Government of any anticipated delays and provide
justification and a revised completion schedule
10. STATUS REPORTING
The Contractor shall provide written status reports as follows:
• Initial Status Report: Within three (3) business days of receipt of Government-furnished
equipment
• Ongoing Status Reports: Every seven (7) calendar days thereafter until completion and
return shipment
Status reports shall include, at a minimum:
• Description of work performed
• Parts required or ordered
• Estimated completion date
• Any issues affecting schedule or performance

11. GOVERNMENT-FURNISHED EQUIPMENT (GFE) AND INFORMATION
