“Building Ranger Families” Program

GENERAL: This is a non-personal service contract providing planning, logistical, and management services in support of the “Building Ranger Families” Program. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. This is an initiative to provide relationship training to both single and married
Rangers, as well as DEERS enrolled dependents, ensuring the preservation of the force and Ranger family. Period of Proformance: 08 September 2026-7 September 2027
BACKGROUND AND PURPOSE: Ranger chaplains have run chaplain led training programs at the battalion level. This program shall serve as a centrally managed program at the regimental headquarters to equip and fund the ranger battalion chaplains to execute their training that falls under the constraints of the program. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non- personal services necessary to perform training event planning, coordination, and logistical support as defined in this Performance Work Statement except for those items specified in Part 3 as government furnished property and services. The contractor shall perform to the standards in this contract.
OBJECTIVES: The contractor must provision for attendees lodging, meeting space, and childcare to accommodate all events, to ensure adequate space for learning and to meet the needs of the units within the 75th Ranger Regiment. This includes Hotel rooming, meeting space rooms, audio-visual (screens, audio connections, computer hookups, and microphones), and space for community partners, shuttle service and serve up to three meals a day. The contractor shall ensure there is a conducive learning environment/atmosphere at the event venue to support “Building Ranger Family” Events presentations and training and to provide those government personnel and their families attending the event with quality accommodations and identified support services. The Contractor shall have the ability to begin work on event six (6) month from the projected start date.
SCOPE OF WORK: The Contractor shall provide an Event Manager/Planner who shall be responsible for the logistics planning of the training event. The Event Manager/Planner or alternate shall have full authority to act for the Contractor on all contract matters relating to daily operation of this contract and coordinate all logistics services for the training event to include site selection, room blocks, meeting space, Banquet Event Orders for food & beverages, childcare services, trainer sub-contracting, training materiel, audio visual services, invoicing subcontractors, submitting invoices to the Contracting Officer or Contracting Officer Representative, and transmitting payment of invoices. The Event Manager/Planner must have three years of event management/planning experience and hold a current a CMP (Certified Meeting Professional) or CGMP (Certified Government Meeting Professional) designation. A copy of all applicable local and national business licenses and certifications authorizing the business function shall be submitted with the proposal. CONUS Training Site – The contractor shall be responsible for locating and securing a training site which includes but is not limited to hotels, conference centers, & restaurants). Securing the training site includes but is not limited to booking conference/ball rooms to be used for training or childcare, catering services at the training site, audio/visual requirements, rooming block management, and any other training space reservation requirement identified by the Contractor or the COR. The contractor shall provide a hotel that shall offer the following: lighted parking lot, small gift shop, an exercise room, full-service restaurant or food court, elevators for access to other than the ground floor, valet laundry, vending, and ice machines. Restricted Access afterhours, such as key cards are used as a security measure to enter the hotel. As a minimum, individual lodging rooms shall be equipped with the following: television with remote, telephone, internet access, small refrigerator, and microwave. The event venue shall have meeting space for multiple simultaneous briefings, and a staff operations center. The event venue shall have sufficient seating to meet the requirements for the anticipated attendance plus normal occupation within reasonable proximity to the meeting spaces. The event venue shall have easy and inexpensive public transportation, or their own shuttle service to and from the airport. The Contractor shall provide an on-site representative from the time the advance party arrives on the Thursday or Friday before the event until the advance party leaves on the Sunday and departure of the Government’s event staff. A preliminary number of actual sleep room numbers shall be provided 14 days prior to the event start date. A final number of actual sleep room numbers shall be provided 5 days prior the event. Rooms shall be within a close vicinity of each other, in order to keep family members close to each other. The hotel shall be less than 1.5 miles of five (5) dining facilities for families to use during Friday or Saturday dinner time. The Contractor shall provide conference space located in the same facility as the guest rooms. No onsite renovations, noise, unsightly distractions or other activities shall interfere with meeting space. No pillars or posts obscuring views.
