All Individuals must accept personal responsibility for safety and seek opportunities for improving the safety of our work environment. Everyone working on Tinker AFB is challenged to find, fix (if able) and report all hazards and near-misses. It is our shared duty to take every reasonable step and precaution to prevent accidents and preserve the health/safety of each contractor and government employee. Section One Description of Services 1.1 Scope: The Contractor shall provide all labor, tools, equipment, test equipment, material, parts, quality control, transportation and inspection manuals necessary to perform the Butler Newall High Speed Tip Grinder Preventive Maintenance (PM) and Remedial Maintenance (RM) at the Oklahoma City–Air Logistics Complex (OC-ALC). The Contractor shall also provide Personal Protective Equipment (PPE) and clothing, to include reflective clothing (belt, vest, etc.); hearing and eye protection, to include prescription safety glasses; safety harnesses; fall protection equipment; lifting equipment and any incidentals necessary to perform the requirements of this Performance Work Statement (PWS). The equipment is listed in the Appendix A for On Base and the Government Furnished Property (GFP) Attachment for Off-Base. 1.1.1 The Contractor shall be responsible for ensuring all services, parts and Original Equipment Manufacturer (OEM) components provided under this contract are in accordance with (IAW) the terms and conditions outlined herein, conform to the manufacturer’s equipment specifications and this PWS. 1.2 Requested Services: The Contractor shall perform two (2) PMs per year and RM for the Butler Newall High Speed Tip Grinder. This contract will be for one (1) Base Year with four (4) Option Years to include the following: • Electrical/Electronic Systems Inspection • Mechanical Systems Inspection • Calibration of Equipment • Changing of the lithium backup battery as required • Voltage check of the Uninterrupted Power Supply (UPS) 1.3 Preventive Maintenance (PM): (SS)The objective of PM is to protect the equipment capability and investment by removing causes of failure, performing routine maintenance and providing adjustment to compensate for normal wear before failure occurs. The Contractor shall perform all PM’s IAW the OEM specifications. The Contractor shall perform two (2) PMs per year on each item listed in Appendix A. The Contractor shall provide a copy of the PM schedule to the Government Point of Contact (GPOC) within ten (10) business days after contract award. The Contractor shall notify the GPOC seven (7) business days prior to each scheduled PM visit. 1.4 Calibration: (SS)The Contractor shall perform one (1) Calibration per year on the equipment listed within the Appendix A IAW the manufacturer’s specifications. -- 2 of 19 -- PERFORMANCE WORK STATEMENT (PWS) Development Instructions Revision Date 1 Apr 2025 GPOC Copy Page 3 of 19 1.4.1 The Government will provide the contractor the use of the Master Rotor to use for calibration of the Blade Tip Grinder. The Master Rotor is listed in the GFP Attachment 1.5 Completion of Calibration Services: The Contractor, upon completion of the calibration services, shall demonstrate to the GPOC and Government Subject Matter Expert (SME) that all aspects of the system are calibrated and are properly functioning IAW the manufacturer’s specifications, industry standards and this PWS. The contractor shall provide a calibration report containing measurement results to the GPOC and government SME by email no later than (NLT) five (5) business days after completion of calibration. 1.6 Remedial Maintenance (RM): RM is the repair of equipment and systems with parts, materials, and labor to restore performance to the designed function in the event of any breakdown or stoppage of equipment or system where the equipment or system is unable to perform its designed function. RM includes repairs and replacement of related components, parts, and appurtenances that have failed, no longer perform reliably, or have worn beyond safe tolerances. The Contracting Officer (CO) will make final determination of any RM work being within scope. 1. RM Procedures: Upon occurrence of an equipment or system malfunction, the GPOC will contact the Contractor by telephone, email, or fax and provide the following information: a) The equipment identification number (ID#) b) A brief description of the malfunction c) Location of equipment d) Name and telephone number of the Government’s SME Note: if the Contractor receives this notification via telephone, the GPOC will provide a written copy of the request by email or fax at their earliest convenience. 2. When RM is required, the Contractor shall submit the RM Work Request (WR) form to the GPOC for coordination. The WR will have an estimated Not to Exceed (NTE) amount and will use the fully burdened labor rates found in the current year’s RM contract line item (CLIN). 3. The GPOC will coordinate the WR with the Government Subject Matter Expert (SME; End User/Program Office) in order to validate the Contractor’s hours and materials. After the SME reviews and confirms the estimate, the WR will be submitted to the CO for final review and approval. a) If the CO approves the RM, the CO will sign the WR and return it to the Contractor, which establishes RM approval.
