PR: FD2060-26-00041 PWS REVISION: 0 1 Performance Work Statement for Nose Landing Gear Door Actuator Assemblies Purchase Request: FD2060-26-00041 8 JANUARY 2026 -- 1 of 16 -- PR: FD2060-26-00041 PWS REVISION: 0 2 1.0 Description of Services 1.1 Objective(s): This Performance Work Statement (PWS) describes the services required to perform overhaul of the C5 Nose Landing Gear (NLG) Door Actuator Assemblies, NSN 1680- 01-237-0230 PN: 177560-35, NSN 1680-01-237-0231 PN: 177560-34, NSN: 1680-01-160-6519 PN: 177560-33, NSN: 1680-01-160-6520 PN: 177560-32. The services shall include an accurate overhaul of C5 NLG Door Actuator Assemblies. The Contractor shall provide all resources necessary to inspect and overhaul the commodities covered by this PWS and meet contract delivery schedules. The Contractor shall deliver overhauled assets on time, activate and execute a shortened delivery schedule to provide timely response to Mission Impaired Capability Awaiting Parts (MICAP) and Surge requirements, and meet the delivery schedule established for these types of requirements. Overhauled assets shall be made serviceable and tested to the Original Equipment Manufacturer’s (OEM) Acceptance Test Procedures (ATPs). The Contractor shall: (1) overhaul all units on contract for which a reparable carcass has been provided within the contract delivery schedules with no more than two failure per contract year; (2) provide accurate and timely data reporting of the stage of the unit in the overhaul process; and (3) provide a monthly report detailing the number of units on hand, number of units in work, and stage of the unit in the overhaul process by serial number. Data shall be submitted per Contract Data Requirements List (CDRL). 1.2 Benefit to United States Air Force (USAF): This acquisition will benefit the USAF by ensuring that the systems included in this effort maintain a mission capable status allowing for increased availability and flexibility. Ultimately, this effort is to provide a continued flow of serviceable assets to the Warfighter. 1.3 Background: These actuator assemblies are part of the C5 NLG Door Actuator Assembly. When the NLG is extended, the doors are held open by the actuators, and when the landing gear is retracted the actuators close the doors to enclose the landing gear and streamline the aircraft. These are critical safety items, failure of which could cause the loss of aircraft and crew. This item is required for 100% change outs at C5 Programmed Depot Maintenance (PDM) at Robins AFB, Ga at a quantity of eight (8) each per aircraft. Regular preventive maintenance on eight- year, PDM cycles are accomplished at Robins to provide better reliability and maintainability for the C5 Heavy Duty Cargo Mission. 2.0 Services Summary Performance Objective PWS Reference Performance Threshold Quality of Overhaul 4.4.1 Assets shall be overhauled in accordance with AF Technical Manual Overhaul Instructions, Technical Order (TO) 9H2-3-77-3 Overhauled assets shall pass DCMA inspection with no more than two failures per contract year. -- 2 of 16 -- PR: FD2060-26-00041 PWS REVISION: 0 3 At a minimum, 95% of overhauled assets shall pass initial inspection. Remaining 5% (or less) of failed assets shall pass on the second attempt. This metric will be calculated monthly. There shall be no more than one (1) Product Quality Deficiency (PQDR) and/or Quality Deficiency Report (QDR) per contract year. 2.1 Contracting Officer’s Representative (COR): IAW DAFFARS MP5301.602-2(d) Designation, Assignment, and Responsibilities of a COR, the assignment of a COR is not necessary when the Contracting Officer (CO) delegates surveillance to Defense Contract Management Agency (DCMA). Surveillance is delegated to DCMA for this effort. 3.0 Government Property 3.1 Contractor Responsibility: The Contractor shall be responsible for Government property in accordance with the Federal Acquisition Regulation (FAR) and as specified in the contract/order. 3.2 Government Property to be Provided: Government property to be provided includes assets furnished for repair, maintenance, overhaul or modification. 3.3 Reporting of Government Property: The Contractor shall have a system of internal controls to manage (control, use, preserve, protect, repair, and maintain) Government property in its possession in accordance with FAR 52.245-1, and its property management system shall be adequate to satisfy the requirements of this clause. The contractor shall record receipt and return of all Government Furnished Property (GFP), as well as the reporting of shipment, consumption, disposal, or transfer to another contract, in the GFP Module in Procurement Integrated Enterprise Environment (PIEE), https://piee.eb.mil, as stipulated by DFARS 252.245-7005. This reporting requirement does not change any liability provisions or other reporting requirements that may exist under the contract. GFP training and guidance is located at the DoD Procurement Toolbox at https://dodprocurementtoolbox.com/. 3.4 Loss of Government Property 3.4.1 Definition of Loss of Government Property: “Loss of Government property” means unintended loss of or damage to Government property including property that cannot be found after a reasonable search, loss due to inadequate storage, loss due to lack of security, theft, damage requiring repair to restore the item to usable condition, or damage that renders the property useless for its intended purpose or Beyond Economical Repair (BER). Loss of Government property does not include manufacturing defects, obsolescence, normal wear and tear, or purposeful destructive testing.
