1.0. GENERAL INFORMATION
1.1 Contractor shall provide materials and services to remove and replace an existing two-bay,
stop-board, weir structure located in the Parker Creek Diversion Canal. This project will
replace the in-canal concrete water control structure required for managing water to the
Refuge and neighboring lands. The Project is located at the Modoc NWR in Alturas, Modoc
County, California.
1.2 Contractor’s Qualifications: Contractor shall be experienced and have demonstrated positive
past performance with the design and construction of various concrete, “pour-in-place” water
control structures.
1.3 Regulatory Requirements: It is the Contractor’s responsibility to complete the Project in
compliance with applicable requirements of federal and state laws, codes, rules,
regulations, ordinances, and standards.
2.0. WORK LOCATION AND PERIOD OF PERFORMANCE
2.1 Work Location: Modoc National Wildlife Refuge (MNWR), 5364 County Road 115,
Alturas, California 96101.
• The Parker Creek Diversion Canal is the responsibility of USFWS, however, access to the
project site is through private property, USFWS escort is required.
2.2 Period of Performance: The Period of Performance shall be 62 calendar days and will
commence upon issuance of the Notice to Proceed (NTP). The Contractor shall receive the NTP
within 10 calendar days after contract award. The anticipated Period of Performance is
August 31, 2026 - October 30, 2026.
The period of performance for this contract is tentative and subject to change. Actual project
work window may be dependent on weather conditions and water flow in the canal.
Contractor shall coordinate with the Refuge Manager for a proposed project work window.
The final accepted work window will be mutually agreed upon between the Contractor and
the Refuge Manger prior to work beginning.

3.0. BACKGROUND
The Modoc National Wildlife Refuge (MNWR) is owned and operated by the U.S. Fish and
Wildlife Service (USFWS). The Refuge is in the northeast corner of California, approximately
3.5 miles southeast of the town of Alturas. The next nearest town, Likely California, is
approximately 13 miles south of the Refuge. The Refuge has identified a requirement to replace
one (1) concrete, two-bay, stop-board water control structure. The existing structure has started to
degrade over time and has reached the end of its life span. This water control structure is essential
to the Refuge and neighboring landowners meeting their water right obligations.
The project includes but is not limited to the following elements:
• Mobilization and de-mobilization.
• Staging of any equipment and materials.
• Removal and proper disposal of existing structure.
• Pour-in-place new structure including all related components.

4.0. SCOPE OF WORK
The Contractor shall provide all labor, supervision, materials, equipment, tools, transportation,
permits, testing, and incidentals necessary to construct a replacement water control structure at
Parker Creek. The project shall be completed using a design-build strategy. A schematic of the
completed structure and elevations is required, however, does not need to be fully engineered
plans. The Contractor shall be responsible for verifying all field conditions, measurements,
elevations, and dimensions necessary to prepare the final design and complete construction. The
Contractor shall provide an official strategy of all drawings, calculations, specifications,
schedule, and other supporting information necessary to demonstrate that the proposed structure
will meet the required function and performance of the existing structure.
5.1 The Contractor shall remove and dispose of the existing water control structure and construct
a new reinforced concrete, two-bay stop-log water control structure with wing walls. The newly
replaced structure shall maintain the same operational purpose, hydraulic capacity, approximate
dimensions, and general location as the existing structure unless otherwise approved by the Fish
& Wildlife Service (FWS). The new structure shall include stop-log rails capable of supporting
overlapping 2-inch-wide lumber, a staff gauge or metering gauge to monitor water levels, and a
crossing platform or access feature over the structure to allow safe passage from one side of the
canal to the other.

5.2 The Contractor shall take all necessary elevation measurements, field surveys, and site
observations required to establish proper placement and function of the new structure. The
Contractor shall ensure that all adjacent facilities, including nearby water control structures,
canals, utilities, and other existing improvements, are protected from damage during demolition
and construction activities.
5.3 The Contractor shall provide and submit basic design sketches, and any required
calculations for Modoc National Wildlife Refuge (MNWR) – COR review and acceptance prior
to beginning construction. Construction shall not begin until the submittals has been reviewed
and accepted. Modoc National Wildlife Refuge (MNWR) and COR review does not relieve the
Contractor of responsibility for design accuracy, code compliance, structural adequacy, or
performance of the project completed by state, federal, and government laws.
5.4 The Contractor shall perform all Quality Control (QC) inspections and testing necessary to
