1. DESCRIPTION OF SERVICES. The Contractor shall provide all labor, personnel, equipment, tools,
materials, vehicles, supervision, and services necessary to perform inspection, cleaning, and maintenance for the
designated equipment and facility components of the two Small Arms Firing Ranges (SAFR) at Cannon Air Force
Base (CAFB), New Mexico, the 27 Special Operations Security Forces Squadron (SOSFS) Combat Arms Training
and Maintenance (CATM) facility and 26 Special Tactics Squadron (STS) CATM. The Contractor shall be
responsible for quarterly inspection, cleaning, and maintenance of the Bullet Trap, Dust Collection Unit (DCU)
(STS Only), Heating, Ventilation, Air Conditioning (HVAC), small arms range firing point area and Range Safety
Officer/Control Booth located at each range. All inspections, cleaning, and maintenance performed under this
contract (by the Contractor or any subcontractor) shall be conducted in accordance with (IAW) manufacturers’
specifications, and in compliance with all Federal, State and Local laws and regulations including Occupational
Safety and Health Administration [OSHA], EPA, etc.
The 27 Special Operations Civil Engineering Squadron (27 SOCES) maintains this requirement for CAFB. 27
SOCES in conjunction with the base contracting office will appoint a Contracting Officer Representative (COR)
to provide technical oversight, oversee general day-to-day administration and perform surveillance for this
contract. The Contracting office and COR serve as the only authorized points of contacts between the Contractor
and the Range Officers for both the SOSFS and STS CATMs and will coordinate all access, scheduling, storage,
communication, etc. for the Contractor to perform work IAW this PWS.
1.1. SOSFS CATM FACILITY OVERVIEW. The 27 SOSFS CATM facility, Building 4945, is the
installation’s small arms range utilized for personnel weapons training and qualifications. This facility’s range has
a control booth, 28 firing positions, a bullet trap system, and HVAC intake and exhaust that are integral and
specific to only the range. These components are to be maintained by the contractor IAW manufacturer
specifications.
1.1.1. SOSFS CATM Control Booth. The CATM Range Control Booth is 12’ x 8’ with a hard floor. The
Contractor shall be responsible for lead dust and fragment removal, as described in paragraph 1.3 and 1.3.1 of this
PWS.
1.1.2. SOSFS CATM Firing Point Area/Range Floor. The SOSFS firing point area consists of a 149’ x 104’
concrete floor and a backstop area which measures 149’ x 16’. The firing point area serves 28 firing points. The
Contractor shall be responsible for lead dust and fragment removal, as described in paragraph 1.3 and 1.3.2 of this PWS.
1.1.3. SOSFS CATM Bullet Trap System. The CATM Bullet Trap System is an Action Target Total
Containment Trap (TCT) with a Vortex deceleration chamber. The bullet trap ramp measures 148’ x 16’ and its
deceleration chamber is augerless. Instead, the bullet containment system utilizes 116, 3.5-gallon canisters that
connect to the base of the TCT Vortex chamber which collect and contain projectile materials (bullet fragments,
debris, etc.) These canisters are semi-translucent and so their fill level is visible (or can be easily seen by holding
a flashlight to the canister). The Contractor shall be responsible for lead dust and fragment removal for the bullet
trap ramp as described in paragraph 1.3 …
