Chancery Swimming Pool Changing Room Refurbishment U.S. Embassy Kuala Lumpur, Malaysia Scope of Work Jul 2026 DESCRIPTION The U.S. Embassy Kuala Lumpur requires professional refurbishment services for the Chancery swimming pool changing room facilities, including the male and female changing rooms and open shower area. The project's primary goal is to replace the existing deteriorated finishes and fixtures, and install new modern, durable materials and equipment to restore functionality, improve aesthetics, and ensure compliance with health and safety standards. The contractor shall provide all necessary labor, expertise, equipment, materials, and oversight to complete the upgrading works in a safe, professional, and timely manner. As part of this project, contractor safety oversight will be implemented in accordance with 14 STATE 46762 and the Safety, Health and Environmental Management (SHEM) guidelines to ensure the safety of both contractors and the Embassy community. Additionally, the contractor must comply with FAR 48 CFR 52.222-50, "Combating Trafficking in Persons", to prevent forced labor and human trafficking in the performance of this contract. OBJECTIVES The primary objectives of this project are: To refresh the swimming pool toilet and changing room facilities to meet modern standards of functionality, hygiene and aesthetics. To replace plumbing, electrical and ventilation systems to meet current safety and operational standards. To ensure all work is performed in compliance with applicable U.S. and local safety, health, and environmental regulations. To ensure ethical labor practices and compliance with anti-trafficking requirements as outlined in FAR 52.222-50. To complete all works with minimal disruption to Embassy operations and swimming pool facility users. SCOPE OF WORK All deliverables must be compliant with the latest OBO Design Standards in addition to any local health, safety and environmental requirements. The Contractor shall comply with IBC 2021, as modified by OBO Design Standards 2025 or the local building code, whichever is more stringent, for the execution of the pool refurbishment works. The Contractor shall comply with the mandatory OBO Guide Specifications applicable to this project. The Contractor shall provide a method statement for the refurbishment works, material specifications and any technical documentation related to the project, to the satisfaction of the Facility Manager/COR. The Contractor shall perform additional testing or investigations deemed necessary to determine the actual site conditions, including any structural or mechanical integration with the existing pool infrastructure. The Contractor shall engage any specialists or trades necessary to facilitate the refurbishment activities. MALE & FEMALE CHANGING ROOM DEMOLITION AND REMOVAL Demolish and remove existing floor and wall tiles (including open shower areas), ceiling systems, lighting fixtures, fans, doors, sinks, mirrors, benches, cubicles, and associated accessories without damaging structural elements. Trace back and remove all abandoned or unused plumbing lines, capping them flush at the active main source to eliminate dead legs. Disconnect, remove, and dispose of the rooftop solar water heating system. Patch, seal, and warrant all affected roof penetrations. Demolish and remove all other obsolete, damaged, or non-compliant plumbing and electrical infrastructure. Maintain a safe, clean working environment and promptly cart away all debris from the site. Dispose of all demolished materials at the contractor's own authorized dumping site, use of Embassy dumpsters is strictly prohibited. Recycle old materials where economically and operationally feasible. MECHANICAL AND PLUMBING Supply and install domestic/potable piping using new copper pipes with welded joints. Conduct leak tests on all piping prior to concealing pipes for floor and wall concealed pipe runs. Install new water supply and drainage pipes as required. Supply water pipes must be made of copper, concealed, and equipped with isolation valves. Modify existing plumbing to suit new plumbing fittings using only copper pipes. Test all plumbing systems for leaks and proper functionality prior to concealment and upon completion. Supply and install internal scupper drain toilet steel grating in the changing room areas. Ensure proper drainage flow and functionality. Supply and install 8 units of window-mounted exhaust fan complete with exterior weather shutters and interior grilles. Repaint external perimeter storm drain external steel grating with 1-layer red oxide anti-rust primer and 2 layers gloss paint finish. FINISHES (FLOOR, WALL AND CEILING) Make good and re-screed existing walls and floors for new finishes in the changing room areas. Ensure all surfaces are properly prepared, level, and ready for new installations. Replace existing floors and lay down new flooring with sufficient gradient and drainage points. New floor tiles shall be non-porous and non-slip, allowing easy cleaning and preventing the build-up of fungus and bacteria. The finishing color shall be advised by the Facility Manager. Remove existing grout and replace with water-resistant tile grout (Sika brand preferred, or equivalent/superior alternative) to prevent the build-up of fungus and bacteria. Supply and install new wall tiles for the changing rooms and open shower area. Ensure proper waterproofing and grouting of all tiled surfaces. Make good existing countertops with new tile finishes in the changing room areas. Supply and install 2x2-foot PVC laminated gypsum moisture-resistant ceiling tiles or /superior alternative with tee, with 10% additional spares. Make good existing external walls and apply 1 layer primer and 2 layers ICI Jotun Weather Shield Emulsion paint. Ensure proper surface preparation and paint application techniques. Patch and repaint all existing walls as required. …
