1. BACKGROUND
The Institute for Telecommunication Sciences (ITS), as custodians of the Table Mountain Field Site and Radio
Quiet Zone, requires Cistern Cleaning and associated services as part of its regular Operations and Maintenance
(O&M) activities to ensure a safe and reliable supply of potable water for site facilities. This work is critical for
maintaining health and safety standards and ensuring operational continuity.
2. OBJECTIVE
The primary objective of this contract is to acquire the services of a qualified contractor to inspect, clean, sanitize,
and, if necessary, replace potable water cisterns at designated buildings located at the Table Mountain Field Site.
All work must be performed in accordance with industry best practices and applicable Colorado state standards for
potable water systems.
3. SCOPE OF WORK
The Contractor shall provide all necessary labor, supervision, materials, tools, equipment, and transportation to
perform the services outlined below for the cisterns located at the following buildings:
• I10C, A4
• F2, T2
• B9
The work shall be divided into the following tasks:
3.1 Task 1: Cistern Inspection and Assessment: The Contractor shall conduct a thorough inspection of each
cistern listed above. The inspection shall:
• Assess the overall structural integrity of each cistern.
• Identify the presence of sediment, biofilm, debris, or other contaminants.
• Inspect all interior and exterior surfaces for cracks, leaks, corrosion, or other damage.
• Evaluate the condition of all associated components, including lids, seals, vents, and access points.
• Determine whether each cistern is a candidate for cleaning and sanitization or if it is damaged beyond
repair and requires replacement.
3.2 Task 2: Cistern Cleaning and Sanitization: For all cisterns deemed suitable for continued use, the Contractor
shall:
• Safely drain the cistern, managing the discharged water in an environmentally responsible manner.
• Remove all sediment, sludge, and debris from the interior of the cistern.
• Pressure wash or manually scrub all interior surfaces to remove scale, algae, and biofilm.
• Disinfect and sanitize the cistern in accordance with American Water Works Association (AWWA)
Standard C652 for the Disinfection of Water-Storage Facilities.
• Use only chemicals and compounds that are certified as meeting NSF/ANSI/CAN 60 standards for use in
drinking water systems.
• Refill the cistern and conduct water quality testing to verify disinfection is complete and the water is safe
for potable use, meeting the standards set by the Colorado Primary Drinking Water Regulations.
3.3 Task 3: Cistern Replacement: For any cistern identified in Task 1 as damaged beyond repair and approved for
replacement by the Contracting Officer’s Representative (COR):

• The Contractor shall submit a detailed replacement proposal to the COR, including the cost of a new,
appropriately sized cistern and all associated labor and materials.
• Upon approval from the COR, the Contractor shall safely disconnect and remove the old cistern from the
site.
• Install a new cistern that meets or exceeds all current state and federal standards for potable water storage.
• Ensure all plumbing connections are secure, leak-free, and compliant with local codes.
• Perform initial disinfection and water quality testing on the new cistern as described in Task 2.
4. DELIVERABLES
The Contractor shall provide the following deliverables:
1. Cistern Assessment Report (10 business days after inspection): A detailed report for each cistern,
including photographic evidence, outlining its condition, findings from the inspection, and a
recommendation to either clean or replace.
2. Replacement Proposal (as needed): A formal proposal for any cistern recommended for replacement.
3. Service Completion Report (within 5 business days of work completion): A comprehensive report for
each serviced cistern detailing the work performed, dates of service, chemicals used (with Safety Data
Sheets), and pre- and post-service photographs.
4. Certificate of Sanitization: A certificate for each cleaned cistern, confirming that it has been sanitized in
accordance with AWWA C652 standards.
5. Water Quality Test Results: Certified laboratory results for water samples taken from each cleaned or
newly installed cistern, demonstrating compliance with Colorado’s potable water standards.
5. PERIOD OF PERFORMANCE
The period of performance shall be from the date of contract award and does not exceed 360 days. All on-site work
must be completed within this period.
6. PLACE OF PERFORMANCE
All work shall be performed at the NTIA - Table Mountain Field Site, 8600 N 39th Street, Longmont, CO 80503.
Specific building locations will be provided to the contractor upon award by the COR.
7. GOVERNMENT-FURNISHED PROPERTY AND INFORMATION
The Government will provide:
• Access to the Table Mountain Field Site and the specific buildings listed.
• A designated COR to serve as the technical point of contact.
• Access to a water source for cleaning and refilling cisterns.
8. APPLICABLE STANDARDS AND REGULATIONS
All work performed under this SOW shall comply with the most current versions of the following standards, at a
minimum:
• Colorado Department of Public Health and Environment (CDPHE), Water Quality Control Division
Regulations: Specifically, Regulation 11, the Colorado Primary Drinking Water Regulations.
• American Water Works Association (AWWA) Standards:
• AWWA C652: Disinfection of Water-Storage Facilities.
• Other applicable AWWA standards for water system components.
• NSF International Standards:
