Project Title: Clean Agent Fire Suppression System (FSS) Inspection and Testing
Location: US Army Electronic Proving Ground (EPG), Fort Huachuca, AZ
1.0 BACKGROUND AND INTRODUCTION
The US Army Electronic Proving Ground (EPG) maintains a critical data center of servers and
network architecture within the Electro Magnetic Environmental Test Facility (EMETF),
Building 55350, Room 163. To provide security-compliant services to EPG personnel and
protect the network infrastructure, EPG is required to maintain a fully integrated fire suppression
system within the data center. The facility currently utilizes a clean agent system (Proneirt II)
that meets all safety standards and has been approved at multiple US Army installations.
2.0 OBJECTIVE AND SCOPE
The objective of this contract is to procure professional inspection, testing, and maintenance
services for the integrated Clean Agent Fire Suppression System and Control Panel. The system
protects the existing server racks and provides power to both the fire suppression system and an
automatic emergency airflow system.
The scope includes two (2) semi-annual Clean Agent/Pre-action System Inspections per year for
a Period of Performance of three (3) years.
3.0 SPECIFIC TASKS AND REQUIREMENTS
The Contractor shall perform the following tasks in accordance with National Fire Protection
Association (NFPA) standards:
3.1 Comprehensive System Inspection: Perform inspection and testing of the fire
detection and control panel.
3.2 Device Testing and Cleaning: Clean and test all smoke detectors. Inspect and test all
pull stations, abort stations, horns, strobes, and alarms.
3.3 Hardware and Agent Verification: Inspect the tank hardware, agent distribution
piping, and verify clean agent quantities.
3.4 Integration Testing: Ensure the integrated Fire Suppression System successfully
disables the environmental control system during an emergency release of the clean agent
to remove incoming forced air from the HVAC system.
3.5 Fire Alarm Control Panel Testing: Coordinate and test the connection of the FSS to
the existing Monaco MAAP+ Fire Alarm Control Panel (located in Room 108) with the
local Fort Huachuca Fire Department.
3.6 Pre-Action Sprinkler Testing (If Applicable): Perform an inspection of the pre-
action fire sprinkler riser, alarm initiating devices, and conduct a flow test of the riser.
4.0 DELIVERABLES
4.1 NFPA Inspection Report: Following each semi-annual inspection, the Contractor
shall compile a final report based on NFPA requirements detailing the complete results of
the tests. This report must be delivered to and reviewed with the designated EPG point of
contact in a timely manner following the completion of the physical inspection.

5.0 PLACE OF PERFORMANCE AND SECURITY REQUIREMENTS
5.1 Place of Performance: EMETF Building 55350, Room 163 (and Room 108 for
panel connections), US Army Electronic Proving Ground, Fort Huachuca, Arizona,
85613.
5.2 Security & Access Requirements: All Contractor personnel performing inspections
must be United States citizens. Personnel must be eligible for base access to Fort
Huachuca and will be escorted by authorized personnel at all times while inside the
EMETF data center.
6.0 PERIOD OF PERFORMANCE
The Period of Performance for this contract shall cover three (3) years, consisting of two (2)
semi-annual inspections per year. This will be a base plus two 12 month option periods.
