COAST GUARD YARD WASTEWATER ENVIRONMENTAL SAMPLING AND ANALYSIS

SOW – USCG Yard Wastewater Sampling Contract Statement of Work Department of Homeland Security United States Coast Guard Background The U.S. Coast Guard Yard (Yard) currently holds a Wastewater Discharge Permit (permit #120052) with Anne Arundel County in Maryland. The permit authorizes the discharge of wastewater into the county sewer system in accordance with the effluent limitations, monitoring requirements, and other conditions set forth in the permit. To comply with the permit, the Yard must meet the wastewater discharge standards established in the permit. Scope The contractor shall provide professional environmental and engineering services for wastewater sampling, analyzing, and reporting for the Yard as detailed in the statement of work. APPLICABLE DOCUMENTS The following documents provide specifications, standards, or guidelines that must be complied with to meet the requirements of this contract: Anne Arundel County Wastewater Discharge Permit No. 120052 (attached) APPLICABLE REGULATIONS The following regulations provide standards and guidelines that must be complied with to meet the requirements of this contract: 40 CFR 136 and EPA Guidelines #600/4-82-029 SPECIFIC REQUIREMENTS/TASKS 2.1 TASK 1. General Quarterly (four times per year) field sampling, laboratory analysis, and reporting associated with the permitted discharge of wastewater from the building 18 sewage pump station shall be performed as detailed in the Statement of Work. 2.2 TASK 2. Labor Requirements All work shall be conducted by a qualified consulting environmental firm. The consultant shall supply all professional services, labor, tools, transportation and equipment to perform the field and administrative work required to complete sampling reports. Personnel performing the work must be able to conduct work in a confined space. 2.3 TASK 3. Work The contractor shall complete sampling events four times per year in accordance with Wastewater Discharge Permit No. 120052 and sections 2.3.1 through 2.3.3 of the Statement of Work. 2.3.1 Monitoring Requirements The sampling location shall be the permitted sewage pumping station, also identified as building 18 in Wastewater Permit #120052. Sampling for each period shall be conducted for three (3) consecutive days and shall produce a set of data for each day. In the event of equipment failure, the three (3) day monitoring period will restart at no cost to the Yard. Sampling for all periods shall be conducted a minimum of two months apart. The monitoring shall consist of sampling and analysis of the regulated wastewater for the pollutants listed in Table 1 of Wastewater Permit #120052. Samples shall be collected in accordance with 40 CFR 136 and EPA Guidelines #600/4-82-029. Composite samples shall be collected over a 24-hour period. If the period of discharges is less than 24-hours, the samples shall be collected over the period of discharge in one working day. In the event of equipment failure additional sampling shall be conducted at no cost to the Yard. At a minimum, the composites should consist of equal volume collected in two-hour intervals. LEL and pH monitoring must be performed on site using portable meters. Contractor shall be able to provide equipment calibration records upon request. Laboratory analysis of samples collected shall be performed in accordance with 40 CFR Part 136. The Contractor shall notify the Yard Project Manager and/or Contracting Officer’s Representative (COR) within two (2) hours where there is violation including any daily maximum or minimum effluent limitation, slug loading, or upsets (refer to County Wastewater Discharge Permit No. 120052). The contractor will complete the chain-of-custody and transport samples to an analytical laboratory certified by the Maryland Department of Health and Mental Hygiene for analyzing drinking water samples. 2.3.2 Reporting Requirements Monitoring results shall be summarized and reported to the Yard with copies of the original laboratory report no later than the following dates: QUARTER PERMIT SAMPLING PERIOD MONITORING RESULTS DUE TO YARD BY 1 December 15th – March 14th March 1st 2 March 15th – June 14th June 1st 3 June 15th – September 14th September 1st 4 September 15th – December 14th December 1st Additionally, the contractor shall prepare, in tabular format, a summary of the sampling results along with a listing of the permit limitation or relevant standard for comparison and th…
