3.0 SCOPE OF SERVICES:
The Contractor shall furnish all professional services necessary for the accomplishment of the contract
project and such required services shall be in accordance with federal, state, and local codes and
requirements as described herein and with attached contract documents. At the completion of this
project, we expect to have two completely operational refrigeration units and associated systems.
3.1 GENERAL REQUIREMENTS:
The Contractor shall be responsible for verifying site conditions, obtaining accurate measurements, and
performing any act or operation which may be necessary to properly bid on the work and complete the
same as depicted and specified. Failure to verify conditions and obstacles will not relieve the Contractor
of the responsibility to complete work as required.
4.0 PROJECT OVERVIEW:
The 2025 USDA/ARS Energy Audit and 2020 Facility Condition report has identified the Refrigeration
system for the AGL cold storage as needing replaced. This project consists of removal and replacement
of two existing cold room refrigeration systems serving the AGL wing cold storage room located within
the USDA laboratory building located at 1691 S 2700 W Aberdeen, Idaho 83210. Work includes
demolition and removal of existing rooftop condensers, associated refrigerant piping, and interior
evaporator units, and the installation of two new refrigeration systems of equivalent capacity utilizing
modern low global warming potential (GWP) refrigerants.

5.0 SCOPE OF WORK:
The Contractor shall provide all labor, materials, equipment, rigging, supervision, transportation, travel
and per diem required to complete the work described in this scope.
5.1 EXISTING EQUIPMENT REMOVAL:
Disconnect electrical service to two existing refrigeration condensers located on the northeast corner of
the laboratory building roof. Recover and evacuate all refrigerant in accordance with EPA regulations.
Demolish and remove the existing rooftop condensers, associated refrigerant piping, and two
evaporative units located in separate cold storage room inside the USDA laboratory building. All
removed equipment shall be transported off-site and disposed of in accordance with applicable
regulations.
5.2 NEW REFRIGERATION SYSTEM INSTALLATION:
The Contractor shall furnish and install two complete refrigeration systems consisting of rooftop
condensing units, interior evaporative units, refrigerant piping, insulation, condensate drainage
connections, and electrical disconnects. The systems should provide cooling capacity equivalent to the
existing systems and utilize modern refrigerants such as R454 series refrigerant, R32, or approved
equivalent.
5.3 CONDENSER INSTALLATION:
Two new roof-mounted condensing units shall be installed in the same general location as the existing
equipment. Units shall be mounted on appropriately designed strut stands or manufacture-approved
roof curbs. The Contractor shall provide crane services necessary for the removal of existing equipment
and placement of the new rooftop units.
5.4 ROOF INSPECTION AND MINOR REPAIR:
During installation of the new rooftop equipment, the Contractor shall inspect the roof area surrounding
the equipment mounting locations. Limited sealing and minor repair shall be performed if roof damage
that could lead to leaks is discovered. Major roofing repairs are excluded from this project.
5.5 EVAPORATIVE INSTALLATION:
Two new evaporative units shall be installed within separate cold storage room located inside the USDA
AGL laboratory wing building. Units shall be mounted in the same location as the existing evaporators
and secured to the ceiling structure. The evaporators shall match the load classification of the existing
systems and utilize the same refrigerant as the associated condensers.
5.6 REFRIGERANT PIPING:
New hard refrigerant piping shall be installed connecting each evaporator to its associated rooftop
condenser. Piping shall be routed through the ceiling interstitial space and installed in accordance with
applicable mechanical codes and manufacturer requirements. All refrigerant piping shall be insulated in
conformance with local mechanical code.

5.7 CONDENSATE DRAINAGE:
Existing condensate piping shall be reused where serviceable and adequate. If existing piping is found to
be insufficient, the Contractor shall install new condensate drain piping.
5.8 ELECTRICAL WORK:
The Contractor shall provide and install new electrical disconnects for each new refrigeration unit. This
scope does not include installation of new circuit breakers or new branch circuit wiring. Existing wiring
shall be reused after verification of appropriate sizing and acceptable condition.
5.9 CONTROLS COORDINATION:
The installation shall allow integration of monitoring controls into the refrigeration systems. The
building’s current controls provider will perform installation and integration of the monitoring system.
The Contractor will coordinate with controls provider and pricing shall be included as part of this
contract. Controls shall be utilized for monitoring purposes only and not for system operation.
5.10 SUBMITTALS AND DOCUMENTATION:
Prior to equipment procurement, the Contractor shall submit product data and technical documentation
for proposed refrigerant equipment for review and approval. Submittals shall include manufacturer data
sheets, equipment specifications, refrigerant type, cooling capacity, electrical requirements, equipment
dimensions, and installation requirements.
