DESCRIPTION OF SERVICES
The Contractor shall provide all management, manpower, supervision, equipment, materials
and supplies necessary to provide wastewater removal services as described herein. The work
will be performed at Fort Snelling National Cemetery at 7601 34th Avenue, Minneapolis, MN
55450.
BACKGROUND
National Cemeteries are National Shrines that honor our Veterans with a final resting place and
lasting memorials that commemorate their service to our Nation. The cemeteries conduct both
casketed and cremation burials, receiving many visitors therefore, standards of maintenance &
appearance must reflect the Nation’s concern for those interred there. Because of the special
significance and attention each national cemetery receives from the public, strict adherence to
contract specifications, terms and conditions are essential.
Every action by contractor personnel at a national cemetery must be performed with the special
care, reverence, dignity, and respect that acknowledges the cemetery as the final resting place
that commemorates the service and sacrifice that service members, Veterans, and their families
made for our Nation. Critically important is the awareness required of the contractor employees
of the remains buried on the grounds where the work is performed. The utmost care must be
given to these remains and the headstones and flat grave markers that mark those gravesites
and memorialize the service of individuals.
PERIOD OF PERFORMANCE
The term of this contract will be for a period of 365 days from the Award Date plus 4 One-year
options, if exercised. Delivery of all items under this contract is subject to inspection and
acceptance by the NCA Contracting Officer’s Representative (COR) or Contracting Officer as
appropriate.
GENERAL REQUIREMENTS
A) All work shall be performed during normal cemetery hours of operation, 8:00 am –
3:00pm local time Monday through Friday. The contractor may make a written
request to work outside of normal work hours when needed to carry out the
specifications of this contract.
B) Work is ordered on an as needed basis. The contractor must acknowledge receipt of
any orders placed within 24 hours.
C) Services must be performed within 3 business days of the acknowledgement of
receipt by the contractor unless approved by the COR or CO as appropriate.
D) Federal Holidays: All work required under this contract shall be performed during
normal cemetery hours of operation. With the exception of Memorial Day and
Veterans Day, work is normally not conducted on Federal holidays. The following is a

SECTION A: TECHNICAL SPECIFICATIONS
The following list, with subsequent corresponding descriptions of services, describes the
contract requirements. The performance will be based on the Government’s evaluation of
results, not the frequency or method of performance. Under each specification the contractor
must replace any pipe, fittings, or infrastructure damaged by their work. If the contractor
removes any fittings or fixtures, they must be replaced back to their original form. The contractor
must make sure that the clean out covers are put back and are secure. The disposal of liquids
and solids is included in the price of each pumping, cleaning, and jetting services. The
contractor must check in daily with the COR or Contracting Officer as appropriate, prior
to beginning any services and before leaving for the day. No service will be considered
complete until accepted by the COR or Contracting Officer as appropriate.

A.1 Pump Holding Tank at North End of Building 3002 (Outside): Pump out 7,500-gallon
holding tank. The contractor must pump all contents from the holding tank until it is completely
empty for each service. The contractor must remove all waste from this service from the
cemetery property. The price must include liquid and sand disposal. The contractor must make
sure the cover is securely fastened before leaving the worksite and that the handle is returned
to the controls. This service is to be invoiced by the job and pricing must include all manpower,
equipment, tools, and fees.
A.2 Pump Lift Station South End of Building 1501: Pump blackwater out of a 1,000-gallon
tank. The contractor must pump all contents from the lift station until it is completely empty for
each service. The contractor must remove all waste from this service from the cemetery
property. The price must include liquid disposal. The contractor must make sure the cover is
securely fastened before leaving the worksite and that the handle is returned to the controls.
This service is to be invoiced by the job and pricing must include all manpower, equipment,
tools, and fees.

A.3 Pump Septic Tank on the South Side of Building 3002: Pump out 3,000-gallon septic
tank. The contractor must pump all contents from the septic tank until it is completely empty for
each service. The contractor must remove all waste from this service from the cemetery
