Statement of Work (SOW)
Project Title: Commercial Network Operations and Security Training
Customer: 461st Air Control Networks Squadron (461 ACNS)

1.0 Objective
The objective of this effort is to acquire commercial off-the-shelf (COTS) IT, networking,
cybersecurity, and project management training for 461 ACNS personnel. This training will
ensure squadron members receive the required baseline knowledge necessary to operate,
maintain, and defend Department of War (DoW) mission networks.
2.0 Scope
The contractor shall provide all instruction, course materials, lab environments, and certification
vouchers (if applicable) necessary to deliver the designated commercial training courses.
Training may be delivered via instructor-led classroom on-site or contractor provided training
center within the local area.
3.0 Training Requirements
The contractor shall provide access to and instruction for the following specific courses.

4.0 Contractor Responsibilities
• Instructors: Ensure all instructors are fully certified in the technology or methodology
they are teaching and possess and minimum of 5 years of industry experience.
• Materials: Provide all students with official courseware, study guides, and necessary
software/tools required for the duration of the course.
• Lab Environments: Provide hands-on lab environments either on-site or vendor provided
training environment within the local area that allow students to practice technical
concepts.
5.0 Deliverables

6.0 Place of Performance
Training will be conducted at either the contractor's commercial training facility or on-site at the
461 ACNS facilities, as determined by the specific scheduling requirements of the squadron.
7.0 Security Requirements
If training is conducted on-site at a DoW installation, the contractor will not require access to
DoW computer networks/systems.
• The contractor shall ensure personnel, information, system, property, facility, and if
applicable, international security requirements are met. The contractor shall ensure
contractor/subcontractor personnel who perform work on a government facility comply
with the security requirements of the facility.
• It is not expected that contractor/subcontractor personnel will require security clearances
for proper accomplishment of contract/order requirements. Contractor/subcontractor
personnel shall not be authorized access to classified information and classified items or
be permitted to work on classified projects and/or programs without an appropriate
security clearance and a need-to-know.
8.0 Change Orders
Any modifications to the scope of work must be documented in a written change order, signed by
both the 461st ACNS representative and the Contractor's representative. The change order must
include a detailed description of the change, the reason for the change, the impact on the project
schedule, and the impact on the project cost. All change orders must be approved in writing by
the 461st ACNS prior to execution.
