STATEMENT OF WORK AFDW Digital Mental Health Program July 20, 2026 1. SERVICES: The contractor shall provide access to a digital mental health platform and associated support services in accordance with (IAW) the requirements listed in this Statement of Work. The primary objective is to improve population wellbeing, workforce performance, and cultivate a culture of mindfulness and resilience for the Air Force District of Washington (AFDW). 1.1 Description of Service: The contractor shall provide a 6-month pilot of a digital mental health program, complete with full access to an evidence-based application (iOS, Android, and web), implementation support, professional engagement services, and a special on-site training event for the number of eligible personnel noted in paragraph 1.2. 1.2 Requested Dates and Requirements: • Event/Project Title: AFDW Digital Mental Health Program • Period of Performance: 30 Sept 2026 – 1 Apr 2027 • Total People Covered: 15,000 eligible Airmen and civilian employees • Family Access: Up to 5 invites per eligible employee 1.3 Platform Access & Core Content: The contractor shall provide the covered population with full access to the core content library, consisting of over 5,000 hours of guided audio and video content. Requirements include: • Meditations: Targeted meditations designed for all experience levels, allowing for self- pacing, goal-setting, and progress tracking. • Sleep: Access to sleepcasts, wind-down exercises, sleep sounds, and SOS guided exercises. • Movement & Focus: Workouts, restorative yoga, mindful walking, and focus-enhancing music/exercises. • Guided Programs: Multi-week guided series leveraging clinically validated practices like CBT and MBSR for stress, sleep, anxiety, and mood. • Military-Specific Content: Access to the “Mental Strength Training” collection designed specifically for Airmen and their families. 1.4 Implementation and Launch Support: The contractor shall provide technical and strategic launch support to ensure maximum enrollment. This includes: • A customized launch strategy consultation and bespoke launch plan. • A co-branded enrollment page and customized digital launch kit. • Creation of an admin platform and enrollment portal. • Live and/recorded introduction webinars for the population, as well as train-the-trainer webinars for leaders and advocates. 1.5 Professional Services and Ongoing Engagement: The contractor shall work in partnership with AFDW leadership to develop an ongoing awareness strategy. The contractor shall provide: -- 1 of 2 -- STATEMENT OF WORK AFDW Digital Mental Health Program July 20, 2026 • A communication playbook tailored to AFDW themes and channels. • Monthly administrative and member newsletters. • Monthly live interactive experiences, including webinars and guided meditations. • Themed campaigns to maintain programming momentum. 1.6 Special Engagement Day: The contractor shall provide a live, on-site Engagement Day led by USAF veteran Dr. Jannell MacAulay to maximize adoption. The event shall include: • Installation-Wide Keynote: "Command Your Mindset" (60 minutes) covering a framework for self-mastery and proactive performance strategy. • Leadership Workshop: "Warrior’s Edge High Performance Mindset Training" (90 minutes) focusing on decision-making under pressure and building trust across commands. 1.7 Measurement, Support, and Privacy: The contractor shall measure engagement and provide comprehensive support to AFDW throughout the pilot. • Measurement: Provide custom wellbeing surveys to measure impact, a dashboard with aggregate member engagement metrics, and Quarterly Executive Business Reviews. • Support: Provide 24/7 dedicated technical support for members and designate a Strategic Pilot Manager for AFDW. • Privacy: The contractor’s information privacy and security governance shall align with HITRUST CSF, ISO 27001/27002, HIPAA, GDPR, and NIST Special Publications 800 Series standards. 2. GENERAL INFORMATION 2.1 Contractor Personnel: The contractor shall provide a designated Strategic Pilot Manager and an Implementation Manager who shall be responsible for the performance of the work and strategic launch support. The names of these individuals and alternates shall be designated in writing prior to the contract start date. They shall have full authority to act as the contractor on all contract matters relating to the daily operation of this program. -- 2 of 2 --
