Combined Synopsis/Solicitation Statement This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes only the solicitation; proposals are being requested and a separate written solicitation will not be issued. Solicitation number HT001526RE007 is issued as a Request for Proposal (RFP) for the Psychological Assessment Tools (PAT) requirement and access to the proprietary Q-Global digital delivery platform. This acquisition is unrestricted; it is not a set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. Description of Requirements The Defense Health Agency (DHA) requires 26 specific, highly utilized psychological assessment tools that are proprietary to NCS Pearson, Inc. (including, but not limited to, the Wechsler Adult Intelligence Scale [WAIS], Wechsler Intelligence Scale for Children [WISC], and Repeatable Battery for Assessment of Neuropsychological Status [RBANS]), along with the necessary digital testing platform (Q-Global), protocols, and scoring subscriptions. This contract action consolidates the current decentralized and inefficient procurement process wherein individual clinicians across hundreds of Military Treatment Facilities (MTFs) independently procure these critical items using Government Purchase Cards (GPCs). Centralizing this requirement ensures enterprise-wide standardization, mitigates cybersecurity risks from multiple unvetted platforms, prevents resource gaps due to tool obsolescence, and maintains continuity of care and longitudinal clinical studies for service members. NCS Pearson, Inc. is the sole developer, publisher, and intellectual property owner of these assessments. The required psychological assessments are proprietary to the publisher with no authorized resellers or external distributors. Transitioning to alternative software or instruments would limit comparability with historical clinical data, invalidate ongoing longitudinal clinical studies, and compromise diagnostic and treatment planning capabilities across the DHA. IV. Delivery & Acceptance Information F.O.B. Point: Destination Delivery Details: Digital delivery of Q-Global subscriptions, electronic protocols, and online scoring access to DHA clinical users enterprise-wide.
